The Department of Child Support Services (DCSS) is responsible for establishing and enforcing orders for child support within Marin County. Governed by state and federal regulations, the department’s operations include establishing paternity, establishing child and medical support orders, modifying existing support orders, and enforcing support orders.

ABOUT THE POSITION

The Marin County Department of Child Support Services is seeking a dedicated and skilled Business Systems Analyst (BSA) to join our team. As a vital member of our office, you will serve as a subject matter expert in the areas of management reporting, electronic business systems, and data analytics. Your proactive approach will be instrumental in identifying opportunities to improve performance, ensure compliance with federal, state, and county regulations, and integrate new and existing tools into business practices.

  • Subject Matter Expertise: Provide expert knowledge in management reporting, electronic business systems, and data analytics to support the department's mission and goals.
  • Data Extraction: Efficiently extract and analyze data from federal, state, and county databases to generate accurate and timely reports.
  • Performance Improvement: Assist with identifying strategies to enhance the performance of the child support office, ensuring that compliance timeframes are met and exceeded.
  • Proactive Problem Solving: Take a proactive approach in recognizing and addressing potential issues, offering innovative solutions to improve overall efficiency.
  • Collaboration: Work closely with team members and child support professionals to streamline processes and optimize performance.
  • Strong Communication Skills: Possess strong communication skills both written and verbal.

ABOUT YOU

Our Highly Qualified Candidate: The ideal candidate is a child support professional with proven experience in data analytics, identifying and tracking trends, and writing reports using various data sources. They must be detail oriented, dependable, and proficient in the use of Microsoft products, such as Word, Excel, and PowerPoint. We are seeking someone with in-depth knowledge of the state DCSS Case Management Tool (CMT) and Child Support Enforcement Case Management System (CSE), along with proficiency in Tableau and familiarity with IRS publication 1075 security requirements. Experience with the Structured Query Language (SQL) database management systems and ability to assist with rolling out and troubleshooting Information Technology products and new applications is a plus.

QUALIFICATIONS:

Knowledge of:

  • Principles, business processes, and practices related to the assigned area. Business systems applications in program area of assigned work.
  • Procedures and practices for testing business functions within ERP systems and applications.
  • Application software including project management, presentation, spreadsheet, and word processing applications.

Ability to:

  • Lead discussion with managers and end users to define and document business requirements; develop and document business and technical process, functions, and procedures.
  • Coordinate with end users and technology staff to implement new releases of software, new functionality, and system patches.
  • Develop an understanding of departmental business processes and technology requirements.
  • Read and interpret a variety of technical manuals and instructions designed for automated applications.
  • Plan, direct, and review the work of staff; instruct staff in work procedures; provide input into selection, work evaluation and disciplinary decisions.
  • Communicate effectively both orally and in writing, including writing clear, concise, and detailed instructions, procedures, and reports.
  • Establish and maintain effective working relationships with persons contacted in the performance of duties.


M
inimum Qualifications: Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor's degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work and two years of responsible journey level experience in a position that would provide knowledge of department-specific programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities.

Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.

LiveScan: Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.
