The Elections Department: With a mission to provide a responsive, transparent and professional approach to conducting elections and to promote engagement of all Marin County residents in the election process, the Registrar of Voters provides the mandated services of conducting voter outreach, and maintaining the voter rolls, conducting Federal, State, County, City, School, and District elections. This includes candidate filing, locating polling places, recruiting poll workers, mailing ballots, and processing and counting official ballots, verifying signatures on state and local initiatives and nomination and recall petitions and maintaining campaign finance information on office holders, candidates and measures as required by the Fair Political Practices Commission.

There is one vacant full time regular hire Elections Technician II position within the Marin County Elections Department.  

The Elections Technician II will be responsible for performing a variety of technical and clerical duties associated with preparing for and conducting elections. Work is performed in an office and warehouse setting. The incumbent must have the ability to lift and move moderately heavy objects as required. Occasional overtime and weekend work may be required on the weeks leading up to an election and on Election Day. 

The Highly Qualified Candidate: The highly qualified candidate possesses strong election operations knowledge, experience working in a government elections office, and experience planning, coordinating, and directing the work activities of seasonal staff or volunteers. The candidate has the ability to maintain a consistent level of performance when faced with tight timelines and heavy workloads and possesses excellent communication skills to interface effectively with a diverse group of customers including staff, County officials and the public.  

The candidate will be proficient with the Microsoft Office suite of products, especially Word and Excel. Experience with desktop publishing software such as Canva is highly preferred as is any prior experience with an Election Information Management System.

QUALIFICATIONS:

Kndowledge of:

  • California Elections Code as it pertains to the conducting of elections and the registration of voters.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
  • Standard office applications including word processing, spreadsheet and database systems.
  • Proper punctuation, spelling and grammatical usage.
  • Electronic data processing systems as they relate to the elections process.
  • Storekeeping or warehousing procedures including the maintenance of simple records and taking of inventory.
  • Safety procedures involved in operation of machinery and equipment for elections operations.

Ability to:

  • Learn policies and procedures related to elections operations.
  • Perform semi-routine technical and clerical work.
  • Communicate effectively both verbally and in written form sufficient to convey information and instructions to the public and other employees in situations requiring tact, courtesy and poise.
  • Understand and follow written and oral instructions.
  • Type at an acceptable rate of speed based on the requirements of the position.
  • Perform basic mathematic calculations.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Use sound independent judgment to make decisions in routine procedural matters within general policy and procedural guidelines and to prioritize multiple tasks.
  • Understand, interpret and apply applicable elections laws, codes, regulations, ordinances, and policies.
  • Use database, spreadsheet, word processing, publishing and/or internet applications depending on assignment.
  • Prepare and maintain accurate and concise records and reports.
  • Operate a variety of equipment and machinery used in the conduction of elections.
  • Lift and move moderately heavy objects as required.
  • Train, direct, and review the work of seasonal and part-time employees and volunteers.

MINIMUM QUALIFICATIONS

Equivalent to two years of increasingly responsible office support experience, including at least one year of experience equivalent to Elections Technician I.

Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list.

The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active. 

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.
