The Office of Emergency Management (OEM) was recently reorganized under the Marin County Fire Department. Part of the reorganization was the creation of Emergency Management Coordinators focused on Emergency Operations, Mitigation and Recovery, Training and Education, and Public Outreach.  

The Emergency Management Coordinator supports the Marin County OEM and may report to the Director of Emergency Management or the Principal Coordinator / Chief Resilience Officer. The Emergency Management Coordinator should be able to focus on one of program areas of OEM: Emergency Operations, Mitigation and Recovery, Training and Education, and Public Outreach. The coordinator is eligible to assume the paid, on-call Duty Officer role on a rotational time period (24-hours a day, for approximately 1 week per month). The coordinator will research and analyze best practices for emergency response, maintain the readiness of the County’s emergency operations center, support staff with the deployment and maintenance of incident response platforms, coordinate with local and government agencies, and lead programs in support of Marin County’s Office of Emergency Management. The general duties and minimum requirements of this position are described in the class specification.

There is currently one (1) full-time regular hire position within the Marin County Fire Department.

Our Highly Qualified Candidate: The highly qualified candidate exercises substantial initiative, judgment and expertise in the performance of their duties, digs beneath the obvious to get at the facts, even when not asked to do so, creates opportunities or minimizes potential problems by anticipating and preparing for these in advance, seeks out and/or accepts additional responsibilities in the context of the position.
 
The ideal candidate has managed projects successfully, including project resources, and delivering project outcomes on schedule. They have strong writing skills with experience preparing a variety of correspondences and reports. The highly qualified candidate will also have experience teaching and public speaking. The ideal candidate has experience serving within or in close coordination with a city or county emergency operations center and manager community-based programs or services. The ideal candidate will demonstrate the ability to effectively communicate and maintain successful working relationships with local public agencies, county personnel and members of the public.

The highly qualified candidate will have knowledge of the principles and practices of emergency operations centers (EOCs); EOC activation protocols and local emergency proclamations; the Planning Cycle during an incident and incident action plan development; and the Operational Area structure and coordination with Cities, Towns, and Special Districts. They will be proficient in the management and use of Incident Management Systems (preferably WebEOC and ESRI Solutions), Microsoft services and solutions, and Microsoft Office 365 (preferably Microsoft Word, Excel and Outlook).

The ideal candidate will have the ability to determine emergency service and disaster service worker readiness via staffing, position objectives, section priorities, and flexible approaches; formulate and implement county-wide emergency plans, identify training needs, and develop and coordinate the presentation of a comprehensive training program to a diverse audience; and plan, organize and coordinate multi-faceted emergency response programs for  a variety of emergency systems and public agencies. The ideal candidate will have the ability to design, coordinate, conduct and evaluate organizational disaster readiness plans and procedures.

Additionally, they will have the ability to establish and maintain effective working relationships with staff at all levels of the organization and people from broad and diverse backgrounds. Lastly, the ideal candidate thrives in a team environment, and is welcoming and client focused.  

QUALIFICATIONS

Knowledge of: 

  • Principles, practices, and procedures, purposes, scopes, and techniques of various phases of emergency preparedness, response, and recovery planning and plan-writing.
  • Techniques of administrative analysis, strategic planning, resource allocation, system analysis, needs analysis and process improvement.
  • Statistical and research methods and the sources of information and data related to emergency management.
  • Emergency services administration, program development and evaluation.
  • Applicable local, state, and federal laws and regulations related to emergency preparedness and safety.
  • Governmental organization and public agency administration.
  • Business continuity standards and best practices.
  • FEMA’s National Incident Management Systems (NIMS), the Incident Command System (ICS); and the State Emergency Management System (SEMS).
  • Strategies for major disaster and/or emergency preparedness planning.
  • Typical office technology and other relevant computer program applications; technology trends and techniques in the areas of emergency and disaster preparedness, response, relief, and recovery.

Ability to:

  • Collect, analyze, and interpret data pertaining to emergency outreach, planning, and training and education.
  • Prioritize, plan, assign and coordinate work assignments and projects.
  • Design a plan for the accomplishment of specific objectives.
  • Make appropriate, effective, and quick decisions on a wide variety of matters; evaluate alternative courses of action and make decisions under pressure under stressful conditions.
  • Communicate effectively including oral presentations and written communications during a disaster and emergency situations to both lay and technical persons.
  • Establish and maintain effective working relationships with staff, the public, representatives from other agencies, the community, industry, media, other organizations, and those contacted in the course of the work.
  • Communicate effectively at all levels internally to the county and externally to customers, ensuring that technical concepts are understood.


MINIMUM QUALIFICATIONS 

Equivalent to graduation from a four-year college or university with major coursework in emergency management, public safety, business, law, public administration, or a field closely related to the work and two (2) years of professional experience in emergency management, community-based outreach or education, policy development and implementation, program design and management, or a field related to the area of assignment.

Experience serving within or in close coordination with a city or county emergency operations center and managing community-based programs or services is desirable. Additional experience as outlined above may be substituted for the education on a year-for-year basis. 

Certificates and Licenses: 
Possession of a valid California driver's license is required. Employees who drive on County business to carry out job-related duties must possess a valid California driver's license for the class of vehicle driven and meet automobile insurability requirements of the County including review of a recent DMV history. Bilingual Testing/Certification: If the successful candidate possesses bilingual skills and demonstrates proficiency in both Spanish and English, a bilingual proficiency exam may be administered to ensure the candidates possess the appropriate skill level to meet the requirements for bilingual skills pay.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
