The Public Health Division Director holds a vital leadership position within the Marin County Department of Health and Human Services. Reporting directly to the Public Health Officer, the Division Director oversees the Community Health and Prevention (CHP) Branch of the Public Health Division, guiding its strategic direction and supervising its dedicated staff.

The CHP Branch is committed to advancing health equity by addressing the root causes of poor health and enhancing the overall quality of life for all Marin County residents—especially those who are underserved. While Marin County Public Health addresses health issues across the three Levels of Prevention and the full Spectrum of Prevention, the CHP Branch places particular emphasis on Primary Prevention—intervening before disease or injury occurs. As a key leader, the Public Health Division Director ensures that all CHP programs align with departmental priorities and broader county initiatives. The Director is responsible for setting a clear vision, establishing strategic priorities, and managing personnel and financial resources to achieve impactful outcomes and deliver high-quality public health services.

Key responsibilities include:

  1. Fostering partnerships with a wide range of community stakeholders.
  2. Championing policies and initiatives that promote health equity.
  3. Ensuring adherence to public health regulations and standards.
  4. Serving as a public health advocate and community liaison, representing the department in collaborative efforts to address emerging health issues.

The Public Health Division Director role requires excellence in program management, data-driven decision-making, and innovative leadership to inspire staff and maintain a strong organizational culture. The Division Director must also demonstrate a deep commitment to improving health outcomes and addressing health disparities, ensuring accessible and equitable services for all residents in Marin County.

The ideal candidate for this position is a public health leader with a proven history of successful program management, team building, and stakeholder collaboration. They have experience collaborating with a wide range of stakeholders on complex public health challenges.  They are equipped with extensive experience in strategic planning, operational oversight, and policy advocacy, showcasing their ability to balance the needs of the organization with the diverse needs of the community.

The ideal candidate should have extensive experience managing public health initiatives, including budgeting and regulatory compliance, managing multiple funding streams. The ideal candidate also possesses strong communication skills, an understanding of public health systems, and a track record of implementing innovative solutions to improve community health. The ideal candidate also has over a year of supervisory experience, ideally with a medium to large team.  An advanced degree in Public Health or related fields is highly desirable. 

Qualifications

Knowledge of: 
  • Principles and practices of management, including program development, implementation and evaluation; goal setting, personnel management; budgeting and fiscal administration; grants administration; and contract negotiation and monitoring.
  • Applicable laws, rules, and regulations.
Ability to: 
  • Manage, implement and evaluate services that carry out overall program and/or clinic objectives and achieve appropriate outcomes.
  • Interpret, explain and apply legislation, regulations, policies and directives; develop and implement appropriate program policy; and ensure program compliance.
  • Plan, organize and manage the activities of employees.
  • Develop and maintain effective working relationships with other County departments, members of the community, community organizations, public and private agencies, and multi-disciplinary staff.
  • Prepare and present effective written and verbal reports, policies, procedures and other written materials.
  • Learn program specific information systems.
  • Effectively represent the division, department and County in meetings and presentations.

Minimum Qualifications
Any combination of education and experience that would provide the knowledge and skills listed. Typically, a Bachelor's degree in public health administration, social sciences or a related field, and four years of experience appropriate to the assignment including one year of supervisory experience.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
