Marin County Community Development Agency: The Community Development Agency (CDA) has a long history of innovation and leadership. CDA is a multifunctional agency shaping many aspects of environment and communities, organized into five mission-oriented divisions: Planning, Building and Safety, Environmental Health Services, Housing and Federal Grants, and Sustainability. CDA’s mission is to promote, protect, and advance healthy, safe, and equitable communities.

The Senior Building Inspector assists the Supervising Building Inspector with planning, assigning, monitoring, and reviewing the work of Building Inspection staff. They serve as a technical resource in all areas of specialties and perform complex multi-trade inspections of residential, commercial, and industrial buildings both in their existing state and at various stages in the process of construction activities. 

Additionally, the Senior Building Inspector investigates, reviews, and resolves complaints of building code or County code violations, coordinates inspections and investigations with other County departments and external agencies as required and acts as the Building Inspection Services Supervisor in his/her absence.

Our Highly Qualified Candidate: 

The ideal candidate has in-depth knowledge of building, plumbing, electrical, mechanical and associated codes and regulations as they relate to building inspection, design and construction and experience managing difficult and complex inspection and enforcement cases. They have demonstrated experience leading, training and coaching staff and overseeing program responsibilities. The ideal candidate has excellent communication skills, and public relation skills and has a strong desire to contribute to the County’s priority of providing timely and excellent service while ensuring the quality and consistency of inspections.

QUALIFICATIONS

Knowledge of:

  • Principles of lead supervision and training.
  • California Building, Plumbing, Electrical, Mechanical and Energy Codes.
  • County Code and Community Development Agency programs and policies.
  • Construction and community development terminology.
  • Principles, methods and materials used in all phases of building activity for projects involving large-scale construction and installation of equipment and appliances.
  • Appropriate safety and fire prevention methods in construction.

Ability to:

  • Provide lead direction and training to other inspection staff.
  • Review plans and specifications for building, plumbing, mechanical and electrical inspections, as well as applicable Agency-wide conditions of use.
  • Inspect building sites including large-scale construction, alteration or repair work for all standards relevant to the Community Development Agency.
  • Perform limited non-structural plan review.
  • Use tact and good judgment in dealing with the public and in maintaining effective working relationships with property owners, contractors, construction and other personnel.
  • Read complex blueprints and construction drawings.
  • Interpret and apply codes, laws, rules, ordinances and policies.
  • Act as the Building Inspection Services Supervisor in his/her absence.

MINIMUM QUALIFICATIONS

Education and experience equivalent to one of the following:         
a. Current county employees: certification by International Code Council (ICC) or equivalent in two of the following: building, electrical, plumbing or mechanical AND two years of experience equivalent to a Building Inspector II. A minimum of two certifications a year must be obtained within the following two years (the remaining certifications, equivalent to a Combination Inspector, and Certified Access Specialist (CASp) and CalGreen certifications). Not obtaining the additional certifications will result in reclassification to a lower level within this series;
OR
b. ICC certification for Combination Inspector AND two years of experience equivalent to a Building Inspector II, with the CASp and CALGreen certification obtained within two years. 

Certificates and Licenses
As a condition of employment, California Health and Safety Code Section 18949.28 (a) requires that a Building Inspector must obtain certification in the appropriate fields that are closely related to their primary job function by a recognized state, national or international organization within two years of employment. Not obtaining the required certifications within two years of employment may result in demotion.

Testing and Eligible List: Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list. The eligible list established from this recruitment may be used to fill the current vacancy, and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.
 
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
