Reporting to the Chief Strategy Officer (CSO), the Senior Department Analyst serves as a member of the Strategy Team dedicated to equity and outcomes for Aging and Adult Services program delivery within the General Administration Division in the Department of Health and Human Services (HHS). The HHS Strategy Team aims to promote equitable practices, a culture of continuous improvement, and data driven decision-making across HHS. The Senior Department Analyst works alongside the Strategy Team (Measurement, Learning, and Evaluation team, HHS Equity Manager, HHS Communications Team), and the Social Services Division(Aging and Adult Services), to develop strategies for improved outcomes within the aging population.     

 

Major areas of responsibility for the Senior Department Analyst include development of data collection tools and methods for aging and adult programs in all HHS divisions, development and evaluation of performance metrics, and serving as representative, and sometimes lead, for the Department on committees/work groups of multidisciplinary stakeholders within the aging and adult community. 

 

The Analyst also serves as a liaison between HHS and other County departments to continue the cross-departmental work started by the Age-Forward initiative, in addition to serving as a primary liaison for CalAIM and representation of the adult and aging population.  

 

There is one (1) full time regular hire Senior Department Analyst position available within Health and Human Services’ General Administration Division.


Hybrid Schedule:

The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The highly qualified candidate has experience working with the adult and aging population and/or other populations that face inequities in Marin County or otherwise. The candidate has a history of working on, and a passion for, data-driven, systems-level and evidence-based change in health and human services programs. The candidate joins a small interdisciplinary team that is focused on equity, data and outcomes, innovation, and quality improvement. Due to this, it is critical to have someone who thrives in an environment where experimentation and collaboration are constant. The ideal candidate has experience researching, collecting, consolidating, analyzing, and maintaining program data necessary to understand gaps in service delivery and providing solutions for system improvement. The candidate has experience that enables them to collaborate with division leaders and community stakeholders, specifically around adult and aging service delivery, to ensure alignment to HHS strategic goals, metrics, and performance objectives. The ideal candidate is able to successfully navigate highly sensitive political situations and build trusted relationships with stakeholders at all levels.  

 

The ideal candidate is knowledgeable and has experience in the following:  

  • Program evaluation methods 

  • Complex qualitative/quantitative data  

  • Quality improvement tools/models/techniques 

  • Presenting data and outcomes to community members and key stakeholders 

  • Principles of equity in service delivery to adult and aging populations  

 

They also can use performance and outcome data for continuous quality improvement.

In addition, the ideal candidate has demonstrated that they are results-oriented, skilled in managing multiple competing timelines in a fast-paced changing environment, and highly competent in communicating complex concepts to diverse audiences. 


Qualifications

Knowledge of
  • Principles and practices of business and public administration.
  • Principles and practices of work planning, data collection and analysis, project management and research methodology.
  • Basic supervisory principles and practices depending upon assignment.
  • Applicable laws, rules, and regulations.
Ability to
  • Plan, organize, and conduct research and analytical studies.
  • Plan and direct the work of others on a project or day-to-day basis.
  • Interpret, apply and explain laws, regulations and policies governing program operations.
  • Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations.
  • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies.
  • Effectively represent assigned programs, the department and County in meetings and presentations.

Minimum Qualifications

Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work, and three years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research; strategic planning; or closely related work.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment. Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
