Martin County is currently accepting applications for a full-time Information Technology Director.
The IT Director is responsible for strategic direction and business planning for all information technology functions of Martin County government operations. Leads a team of Information Technology professionals and advocates for Information Technology needs. Works with all departments to determine IT needs, programming, budgeting and administration of software. Coordinates working with vendors and projects.
2025 Wage Range is $95,534 to $129,937 annually.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Creates and maintains highly professional, customer-oriented, innovative, and future focused IT capabilities including the areas of operations, enterprise applications, information security and project management.
- Ensures provision of secure and stable IT services in a cost-effective manner to support business outcomes through effective risk management strategies providing physical and logical security of all county computing assets, including data.
- Develops and implements the Long-Term Information Technology Vision, Direction, and the Strategic Plan for the County in collaboration with county managers and the Information Technology Steering Committee.
- Directs development and implementation of county-wide information technology policies, procedures, and standards; and applies information technology to support County goals, policies, and strategies.
- Manages staff and overseas operations.
- Recruits, selects, trains, mentors, assigns work, and evaluates employees.
- Recommends discipline and administers performance improvement plans.
- Leads and implements technology related projects. Provides hands on support, maintenance and technical expertise in all technology areas including, but not limited to, network and systems administration, telecommunications, security, helpdesk, website administration, hardware, software, virtualization, computers, servers, and all peripheral devices.
- Serves as Project Manager.
- Develops bid specifications and RFP and RFB documents.
- Manages the bidding process in compliance with state bidding laws.
- Prepares and negotiates vendor contracts, approves contracts, and presents major contracts to the County Board for approval.
- Manages outside vendors, contractors, and consultants.
- Ensures all contractual obligations are met and approves vendor payments.
- Prepares, presents, and oversees IT budget and approves, monitors and tracks expenditures.
- Oversees County website development and web applications, both internal and external.
- Prepares and manages a county-wide PC and other computer hardware (e.g., servers, network equipment) replacement plan.
- Maintains County's computer disaster recovery plans.
- Responsible Authority for countywide cybersecurity.
- Creates and manages cybersecurity policies, defense, and remediation.
- Member of Cybersecurity Incident Response Team.
- Responsible authority for data requests.
- Processes litigation and investigation data request.
- Responsible authority for technology security audits and compliance.
- Follows federal, state, and local technology statutes and guidelines.
- Maintains federal, state, and local audit completion and compliance.
- Maintain EDP insurance inventory to ensure adequate insurance and maintenance on all information systems hardware and software as needed.
- Coordinate information technology compatibility with other organizations, such as cities and State of Minnesota departments. Reach out to counter parts at other counties using groups such as MNCCC, MNCITLA.
- Research new technologies and evaluate their usefulness.
- Identifies and communicates the best long-term technology direction and Strategic Plan to meet County technology needs.
- Plans and implements the overall information technology strategy and infrastructure.
- Educates staff and management on new technologies.
- Manage and administer technology policies, procedures and guidelines.
- Manages the county electronic lock system; repair, assign user fobs and door access.
- Participates in continuing education and training sessions on position applicable law and regulation changes, computer skills and other position related matters. Ensures required certification and licensure credentials remain valid.
- Performs other work-related duties as required.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
- Bachelor’s Degree in highly technical area, such as Computer Science, Information Technology, Management Information Systems or related area.
- Four years of recent progressive experience along with the skills, knowledge and abilities required; or equivalent combined education and experience.
- Supervisory experience.
LICENSURE
- Valid Driver’s License

- Strong working knowledge of computer hardware installation/configuration and associated minor maintenance.
- Strong working knowledge of computer systems and related accounting, spreadsheet and word processing applications.
