Performs the full range of motor vehicle registration work, including the independent processing of applications for initial registration and licensing of motor vehicles; processes applications for and issues licenses for business, bicycles and dogs; independently processes applications and issues initial, renewal, and duplicate driver's and related licenses, permits, and civil  identifications; reviews and examines various supporting documents in connection therewith; may process motor vehicle accident and traffic conviction cases to assure compliance with provisions of law requiring financial responsibility; and performs other related duties as required.

Distinguishing Characteristics:

This class differs from the DMVL Service Representative III in that it independently performs the full range of motor vehicle registration work, including initial registration and licensing of motor vehicles and the processing and issuance of licenses for business, bicycle and dogs, as well as the independent processing of applications and issuance of initial, renewal, and duplicate driver's and related licenses, permits, and civil identifications; (may perform specialized clerical work requiring substantive knowledge of motor vehicle safety and financial responsibility laws, requirements, procedures, rules and regulations, as applicable). The work involves constant daily interaction with the public through either face-to-face or telephone contact to: (1) establish and maintain customer relations; (2) provide information and assistance which requires extensive knowledge of rules and regulations and policies and procedures; (3) advise on and process a variety of financial transactions, and (4) investigate and resolve complaints and inquiries. The DMVL Service Representative III supervises and participates in the full range of activities relating to motor vehicle registration and licensing, including the issuance of County business, bicycle, and dog licenses; and also supervises and participates in the application and issuance process of driver's and related licenses, permits, and civil identifications.
 
This class differs from the DMVL Service Representative I in that it independently performs the full range of motor vehicle registration work, including business, bicycle and dog licenses, as well as the independent processing of applications and issuance of driver's and related licenses, permits, and civil identifications which involves constant daily interaction with the public; whereas the DMVL Service Representative I performs routine motor vehicle registration and licensing work as well as the independent processing of applications and issuance of driver's and related licenses, permits, and civil identifications where work involves very limited public contact. The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Explains to applicants the procedural and legal requirements regarding the registration and licensing of motor vehicles in the State of Hawaii, obtaining a new, renewal, or duplicate driver's license in Hawaii for mopeds, motor scooters, motorcycles, three wheel vehicles, automobiles, buses, trucks, semi-trailers, and truck trailers, and obtaining a new, renewal, or duplicate State of Hawaii civil identification.
  • Reviews all documents as to compliance with applicable provisions of statutes and ordinances.
  • Processes the initial registration and licensing of motor vehicles (including those from out-of-state) in the State of Hawaii.
  • Prepares driver's licenses, permits, and civil identifications and issues same to applicants.
  • Refers to source materials and manuals to ascertain the title, registration and driver's license practices of other states and jurisdictions, and determines which documents and instruments are necessary for establishing or verifying ownership, title, and identification.
  • Processes transfers of ownership and the issuance of duplicate certificates of ownership and registration.
  • Examines registration and ownership certificates and/or other substantiating evidence of ownership such as notarized bills of sale, chattel mortgages, conditional sales, contracts,   letters of testamentary, letters of administration, orders of bankruptcy and executory sales documents, powers of attorney, affidavits, bills of lading, ownership releases, etc. for acceptability and validity.
  • Independently advises applicants to procure and subsequently reviews necessary documents such as certified birth certificates, marriage certificates, divorce decrees, proofs of financial responsibility, doctor's reports, etc. to comply with applicable portions of State law.
  • Advises applicants of the need for procuring indemnity bonds when documentary evidence regarding ownership is lacking and determines sufficiency of such bonds upon presentation.
  • Receives and processes orders for special plates, notifies applicants of receipt or rejection, and provides instructions for further processing as required. 
  • Reviews documents and processes applications for dog licenses and bicycle licenses.
  • Reviews and examines Notices of Transfer for completeness and updates computer records.
  • Gathers required forms and prepares POA forms and paper plates for pick up by dealers.
  • Receives Refund of Cash Bond and Special Plate Fees and reviews for completeness and for appropriateness of refund.
  • Receives address change information and updates database.
  • Receives, reviews, and processes auto buy-back program documents.
  • Defers issuance of ownership certificates where receipt of required proof is pending; issues temporary permits for use of motor vehicles registered in other jurisdictions; checks for no fault insurance coverage, safety check, odometer registration, etc.
  • Computes and/or prorates and collects necessary weight taxes and fees, types receipts, and issues certificates of registration and ownership.
  • Processes applications, computes and collects taxes and fees for annual renewal of motor vehicle registration certificates.
  • Assumes responsibility for all revenue received; tallies and balances cash and all receipts; records pertinent data on application forms and files same; determines qualification for and issues tax exempt motor vehicle permits and license plates.
  • Examines certificates prepared by new car dealers and issues corrected certificates where discrepancies are noted.
  • Maintains various office records and files; prepares statistical reports for driver's licenses and civil identification transactions.
  • Inputs a variety of information into the computer system.
  • Performs test room duties such as administering and correcting written tests; administers eye examinations.
  • Greets the public, assists them with answers to questions, checks for completeness of required forms, and instructs the public on additional forms needed to complete transactions.
  • Determines qualifications for a driver's license and civil identification.     
  • Keeps abreast of civil identification, motor vehicle, and driver licensing requirements of other states and the statutory requirements and administrative rules in the State of Hawaii.
  • Handles clerical safety transactions under the PMVI program.
  • Performs clerical tasks to support the Abandoned Vehicle Program.
  • May process motor vehicle accident and traffic conviction cases to assure compliance with provisions of law requiring financial responsibility as a regular, recurring assignment.
Training and Experience:  A combination of education and experience substantially equivalent to graduation from high school and two (2) years of clerical work experience, one (1) of which shall have been in motor vehicle registration, regulatory licensing, or similar activities.

License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge of: Laws, ordinances, rules and regulations governing the registration and licensing of motor vehicles in the State of Hawaii and the issuance of State of Hawaii driver's licenses and civil identifications (provisions of the Motor Vehicle Safety Responsibility Act, Real ID Act, and traffic laws and ordinances, as applicable); sources of information relating to motor vehicle registration and title practices of the various states, U.S. possessions and foreign countries; vehicle characteristics and descriptions; purposes, uses and requirements of common legal and business documents such as contracts, bills of sale, powers of attorney, affidavits, birth and baptismal certificates, proofs of financial responsibility; divorce decrees, etc.; office practices and procedures; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.

Ability to: Deal tactfully and effectively with the public; listen to and interpret the needs of the customer and demonstrates courtesy and patience in customer relations; appraise situations, make appropriate decisions, and resolve disputes as required; understand and apply provisions to pertinent laws, ordinances and regulations; (including provisions of Motor Vehicle Safety Responsibility Act and Real ID Act, as applicable); keep records and maintain files; make arithmetical computations and compare names and numbers accurately; input and retrieve data from a computerized system; operate a personal computer using a variety of software applications.
