The CDBG-Disaster Recovery Program Specialist I is assigned to the SR-20 salary range. Appointments may be made at any rate within the salary range from $4,858, SR-20-D, to $6,922, SR-20-M, per month at which appropriate qualified applicants can be recruited. Please attach your resume to your application.Assists in the planning, coordination and implementation of the Community Development Block Grant (CDBG) program activities; assists in the development and implementation of a monitoring system to ensure compliance with federal regulations, policies, guidelines and requirements; and performs other related duties as required. Distinguishing Characteristics: This class differs from the CDBG Program Specialist II in that the CDBG Program Specialist I performs moderately difficult work in assisting in the development and implementation of plans, policies and procedures, and program activities relative to the Community Development Block Grant (CDBG) program; whereas, the CDBG Program Specialist II performs as a staff specialist for the development and implementation of plans, policies and procedures for monitoring and evaluating compliance with pertinent Federal regulations, policies, guidelines and participatory requirements and for participating in the coordination and implementation of the CDBG programs and/or other federal programs.

The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.Participates in the development of community development goals and objectives relative to CDBG funded programs;Assists in the development and implementation of plans, policies, and procedures for monitoring and evaluating compliance with pertinent Federal regulations, policies, guidelines and participatory requirements;Provides policy interpretations and technical assistance upon request to public and private agencies and the general public;Assists in the conduct of public information meetings, workshops, etc., to inform public and private agencies of the availability of federal monies and the procedures and requirements for accessing such monies;Assists in the solicitation, citizen participation process, review, eligibility screening, and rating of project proposals for CDBG funding;Assists, when necessary, in the preparation and development of grant applications, annual action plans, and consolidated annual performance evaluation reports for CDBG program funds;Meets with contractors, subcontractors, architects and County employees to review rules and regulations and establish standard operating procedures to ensure compliance with various program requirements;Monitors CDBG funded project progress, conducts site visits, ensures continual compliance with federal requirements;Assists in the coordination of CDBG funded activities relative to the requirements for implementation and tracking of CDBG funded projects including, but not limited to, public notices, citizen participation, environmental assessments, project compliance with federal codes, project accounting procedures, and federal labor issues;Prepares periodic reports and maintains yearly fiscal budget for all funded activities and the CDBG Office;Prepares and controls all project budgets;Reconciles financial accounts for each program and project year;When required, consults with department and agency heads in conducting long term community development planning in order to integrate and coordinate various programs and projects.
