IMPORTANT: EM-07 (Appointment may be made at any rate within the salary range from $114,468.00 to $150,000.00 per year at which appropriate qualified applicants can be recruited.)Plans, organizes, directs and coordinates a County-wide program involving the construction, maintenance and repair of all highways, roads, bridges and structures, lights and adjacent areas under the jurisdiction of the Department of Public Works; directs a County-wide program of refuse collection and disposal and cesspool servicing activities; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its overall responsibility for administering the various functions and activities of the Division of Highways of the Department of Public Works.

The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.Plans, organizes, directs and coordinates a County-wide program involving the operation, maintenance and repair of all highways, roads, bridges and structures, lights and adjacent areas under the jurisdiction of the Department of Public Works; directs a County-wide program of refuse collection and disposal, cesspool servicing activities, purchasing County vehicles, maintenance and repair of County vehicles, disposition of abandoned vehicles, and the operation and maintenance of all public cemeteries; formulates and directs the execution of divisional policies, procedures, rules and regulations; interprets statutes, codes and ordinances and departmental and administration' s policies, rules and regulations; coordinates divisional programs with those of other County divisions and departments and federal, state and private agencies; reviews and interprets construction plans and specifications and recommends approval of major construction projects and changes to or deviations from plans and specifications for projects in progress; responsible for the preparation of budget requests and program expenditure plans; directs the inspection of work projects such as drainage systems, sidewalks, driveway connections, etc.; establishes criteria and guidelines for work priorities; reviews operational reports and evaluates efficiency and safety of operations; reviews overall program requirements and coordinates the effective utilization of all available materials and resources; confers with legislators, administrators, and other public officials as it pertains to program goals and objectives; prepares reports; directs the investigation and resolution of com plaints; maintains effective public relations.
