IMPORTANT: SR-26 (Appointment may be made at any rate within the salary range from $6,399, SR-26-D to $8,759, SR26-L, per month at which appropriate qualified employees can be verified.)
Does difficult professional engineering work in supervising the design, construction, maintenance, and operation of civil engineering projects; prepares and supervises the preparation of designs, plans, specifications, estimates, and reports; and performs other related duties as assigned.
Distinguishing Characteristics:
This class differs from that of Civil Engineer IV in that it is responsible for a number of complex and major engineering projects operating simultaneously where the problems of supervision and coordination are pronounced; whereas, the Civil Engineer IV has responsibility for a complex and major engineering project or several less complex projects.
This class differs from that of Civil Engineer VI in that it has responsibility for supervising the design, construction, and maintenance of a number of complex engineering projects; whereas, the Civil Engineer VI provides administrative and technical direction over a variety of complex engineering programs and/or projects.The following are examples of duties and are not necessarily descriptive of any one position in this class. - Supervises preliminary and final surveys.
- Designs and supervises the design of retaining walls, culverts, tunnels, sewers, sidewalks, highways, water lines and systems and other concrete, steel or timber structures.
- Prepares and supervises the preparation of specifications and estimates.
- Assigns project engineers and inspectors to construction projects.
- Settles disputes between contractors and inspectors.
- Approves changes during construction.
- Makes special investigations and engineering economic studies.
- Supervises the collection and analysis of statistical data.
- Assists in preparing work schedules and budget estimates.
- Supervises the preparation and maintenance of maps and records.
License Requirements: Registration as a professional engineer in the United States at the time of filing, and possession of a certificate of registration as a professional engineer in the State of Hawaii prior to the completion of probation.
Knowledge of: civil engineering principles and practices; modern methods and practices used in the preparation of plans, specifications, estimates and reports; sources of engineering information; surveying and construction practices; principles and practices of supervision.
Ability to: plan, organize, and direct the work of engineering and technical employees in construction and inspection activities; develop engineering work programs; conduct engineering studies and prepare engineering reports, inspection reports and correspondence.
