IMPORTANT:  SR-19 (Appointment may be made at any rate within the salary range from $4,766, SR-19-C to $6,271, SR19-J per month, at which appropriate qualified applicants can be recruited).


Inspects all phases of construction projects, including the alteration and repair of County-owned buildings and structures, to assure compliance with approved plans, specifications, established standards and agreements of work; and performs other related duties as required. 

Distinguishing Characteristics:

This class differs from that of Construction Inspector I in that the Construction Inspector II is a journeyman level class responsible to inspect all phases of a variety of construction projects regardless of complexity; whereas the Construction Inspector I inspects various phases of construction projects and resolves routine problems based on precedents and established practices.

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Inspects all County construction projects including joint projects with the State and Federal governments; 
  • Inspects the construction, repair and alteration of County-owned buildings, highway structures, landscaping, excavations and fillings, sewer and drainage systems, recycled water systems, major flood control projects, etc., for compliance with plans and specifications and existing ordinances; 
  • Inspects construction materials for compliance to quality, quantity and strength requirements; 
  • Determines from plans the cuts and fills related to earthwork and verifies grades in relation to elevation; checks elevations required for the installation of water main, sewer lines, storm drain lines, catch basins and electrical duct lines; 
  • Inspects and determines the strength of forms prior to pouring concrete; 
  • Inspects reinforcement steel for proper size and placement; 
  • Inspects pouring, curing and finishing concrete; 
  • Conducts concrete slump and cylinder breakage tests; 
  • Checks and inspects erection of steel framing, masonry blocks and plaster; 
  • Inspects subgrade, base course and application of materials to roads; 
  • Inspects asphalt concrete for quality, i.e., rock size, mixture and temperature, and compaction; 
  • Checks and inspects plumbing work such as sewer lines, vents, traps, fixtures and waterline for conformance with plans and specifications and accepted standards; 
  • Conducts flood tests on lines and manholes; 
  • Inspects catch basins, culverts, headwalls and drainage systems for grade and alignment; 
  • Inspects landscaping of parks for proper grading and plantings; 
  • Checks and inspects electrical work such as conduit, switches, wire, fixtures, panels, ground wire, and outlet and junction boxes for conformance with plans and specifications and accepted standards; 
  • Checks and inspects painting work to determine conformance with plans and specifications; 
  • Interprets plans and specifications and makes preliminary decisions on discrepancies; 
  • Consults supervisor and authorizes deviations from plans and specifications;  
  • Keeps records of labor, equipment and materials used and checks monthly estimate submitted by contractor each month for payment; 
  • Prepares reports; 
  • Accompanies superior and others concerned in survey for final acceptance of building projects; 
  • Directs lab testing operation; analyzes and interprets lab test results and writes test reports;
  • Conducts field measurements to verify project compliance with Americans with Disabilities Act (ADA) requirements; 
  • Observes and measures materials used in capital improvement projects;
  • Reviews Site Specific Spill Prevention Plan to ensure proper plan in place;
  • Inspects subgrade, pipe cushion, backfill and compaction for recycled water/sewer line installation;
  • Conducts mandrel and pressure tests on sewer lines;
  • Assists with cross-connection and final inspections for private recycled water systems;
  • Reviews record drawings to ensure it reflects the improvements actually constructed;
  • Reviews Closed Circuit Television Video work to confirm proper sewer system installation after backfilling;
  • May supervise the work of subordinate inspectors.

Training and Experience:  as applicable for specific departments.

 

For Public Works Positions: A combination of education and experience substantially equivalent to graduation from high school and four (4) years of experience in survey and inspectional or construction work in highway or general construction projects of which two (2) years shall have included the inspection of phases of construction such as the excavation, embankment and compaction of earth, the laying of base courses and pavements, the placement of reinforcing or structural steel, and the pouring of concrete for highways or related structures such as culverts, catch basins, curbs and gutters, and some experience in the inspection of major structures such as bridges, grade separations, overpasses and aqueducts.

 

For Parks and Recreation Positions: A combination of education and experience substantially equivalent to graduation from high school and four (4) years of experience in survey and inspectional or general construction projects of which two (2) years shall have included the inspection of buildings, sidewalks, grading, and paving. 


For Environmental Management Positions: A combination of education and experience substantially equivalent to graduation from high school and four (4) years of experience in pipeline installation work or other related sewer system work of which two (2) years shall have involved the supervision and/or inspection of workmanship and materials; or any equivalent combination of experience and training.

License Requirement: Possession of a valid motor vehicle operator's license (Type 3).

Knowledge of: plans and specifications relating to a wide variety of construction projects; methods and practices used in the construction of projects such as highways, streets, roads, pavement, sidewalks, curbs, gutters, storm drains, sanitary sewers, catch basins, concrete bridges, footings, pipelines, excavations, and retaining walls; standard practices, methods and tools used in building construction including steel, concrete and heavy timber construction; standard formulas for structural stability and safety and the accepted safety standards; construction equipment and their proper uses; mathematics; pertinent codes and ordinances covering building construction.

Ability to: read and interpret plans and specifications for a variety of construction projects; relate lines and grades indicated by survey stakes to construction jobs and check apparent discrepancies between stakes and plan of the project; apply proper building inspection methods; determine quality of materials and workmanship through inspection and determine compliance with specifications; efficiently use a computer and tablet computer, make mathematical computations; make estimates of work accomplished by contractors; keep records; prepare reports; deal tactfully and effectively with contractors and the general public; understand and carry out oral and written instructions.
