IMMEDIATE VACANICES:
Department of Public Works - Permanent Full-Time
Directs, coordinates, and exercises functional authority for planning, organizing, and overseeing a variety of program contracts for professional services and/or equipment; and performs other related duties as required.
Distinguishing Characteristics:
This class reflects primary responsibility for the coordination and technical review of departmental public works and program contracts. A position in this class ensures project progress from concept through completion. It plans, coordinates, implements, and evaluates program system designs for compliance with regulatory and policy requirements.The following are examples of duties and are not necessarily descriptive of any one position in this class. - Researches, studies, and plans project and/or equipment parameters, including government regulatory requirements to determine procedures for implementation;
- Administers the procurement process, including development, preparation and issuance of invitations for Bid, response to questions during bidding process, review of bids and
recommendation for award, contract award and preparation, issuance of notice to proceed, and coordination with vendors, including contract amendment as necessary;
- Determines project scope of work and/or equipment usage and develops procurement methodology and evaluation criteria for various goods and services, professional services, and construction contracts;
- Confers with design engineers as necessary and management to review concerns and provide technical advice;
- Prepares specifications and contract documents, ensuring compliance with County codes, laws, ordinances, policies, and other governmental regulations;
- Controls expenditures within limitations of prescribed project budget through review and recommendation of award releases;
- Evaluates and recommends approval of change orders and related amendments to design details and specifications;
- Reviews and processes contractual commitments, specifications, and designs from concept through completion of project;
- Coordinates activities of contractors with activities of County inspection personnel and government agencies involved;
- Prepares and processes documents for licensing of vehicles and equipment;
- Participates in audits of contracts, reviews of and terminations of vehicle and equipment contracts;
- May conduct field investigation;
- Prepares status and final project reports ensuring project progress;
- May develop grant proposals for division programs;
- May prepare and administer land and facility leases;
- Performs other related duties as assigned.
License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
Knowledge of: the principles, theories, methods and techniques relating to the development of contracts; laws, various provisions found in contracts; research methods and techniques; report writing; public relations; use of standard office machines and equipment, including personal computer, peripheral equipment, and software applications.
Ability to: interpret, evaluate, and explain laws, ordinances, rules and regulations, policies; make sound decisions; prepare clear, concise, and effective oral and written reports; establish and maintain effective and cooperative working relationships with others.
