What are the responsibilities and job description for the Parks Project Coordinator (SR-24) position at County Of Maui?

IMPORTANT:  SR-24 (Appointment may be made at any rate within the salary range from $5,918, SR-24D to $6,399, SR24F, per month at which appropriate qualified employees can be verified.)   

Plans and coordinates park site and recreational facility development and improvement projects; manages all aspects of assigned projects; provides planning, design and construction oversight related services; and performs other related duties as required.

Distinguishing Characteristics:
 
This class is distinguished by responsibility to manage park site and recreational facility development and improvement projects for the Department of Parks and Recreation.
The following are examples of duties and are not necessarily descriptive of any one position in this class.  The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Assists in the coordination of a long range plan for the development and maintenance of parks and recreation facilities.
  • Participates in the development and maintenance of a master plan for upgrades and future developments of park and recreation facilities.
  • Assists in the development and implementation of standards relating to acquisition, planning, design and construction of parks and recreation facilities.
  • Collaborates with departmental staff, community members, volunteer groups and governmental agencies to plan and implement park and recreational improvement and development projects.
  • Assists in negotiating and coordinating consultant contracts.
  • Prepares documents for and assists in the procurement and bidding process.
  • Collaborates with design consultants on project work scope, design intent and adherence to schedules.
  • Prepare and reviews plans, specifications and contract documents for projects and makes recommendations.
  • Makes field inspections as necessary and prepares reports as required.
  • Participates in the division's budget and CIP budget.
  • Investigates complaints relating to parks facilities.
  • Resolves problem or prepares recommendation on resolution.
  • Researches, compiles data and prepares technical and operational reports.
  • May represent the department in meetings around the island at varying times of day and at various sites.
  • May operate a motor vehicle to meet program needs. 

This is first specification approved for the new class, PARKS PROJECT COORDINATOR, effective September 1, 2017.

Training and Experience:  A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in construction management, park planning, landscape architecture, recreation and park administration, business administration, or a related field, and three (3) years of professional construction management experience that shall have included the coordination of multiple project design and construction activities.
 
License Requirement:  Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
 
Knowledge of:  Park and recreation planning concepts, contract administration and inspection; construction techniques and standards; methods and practices involved in construction and site development; the building, zoning, electrical, safety and other pertinent codes and ordinances of the County of Maui; resource management.
 
Ability to:  Schedule and manage multiple construction operations in sequence from initial stages to completion; prepare and review building specifications and contract documents; read, comprehend, interpret and apply rules, regulations, policies and procedures applicable to project development; work effectively with others in planning, organizing and coordinating projects; make filed inspections to check workmanship of contractors and project progress; prepare reports; maintain records; deal tactfully and professionally with the public and others.
