IMPORTANT:  SR-26 (Appointment may be made at any rate within the salary range from $6,399, SR-26-D to $7,787, SR26-I per month, at which appropriate qualified applicants can be recruited).

Supervises and participates in a variety of major planning projects or assumes project responsibility for major special purpose studies requiring initial development and management and where assignments are of a creative nature; and performs other related duties as assigned.
 
Distinguishing Characteristics:
 
This class differs from that of Planner V in that the Planner VI supervises and participates in planning projects and/or assumes project responsibility for a major special purpose study; whereas the Planner V independently performs the full range of responsible professional planning work in the development, design and conduct of community planning projects.The following are examples of duties and are not necessarily descriptive of any one position in this class.  The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Supervises and participates in conducting studies and surveys, and developing plans for phases of a general plan such as streets and highway systems, layout of public utilities, recreation and school facilities.
  • Supervises and participates in the preparation of maps, charts, preliminary designs and layouts.
  • Supervises and participates in the preparation of area development plans.
  • Supervises and participates in the preparation of planning goals, objectives, policies and standards.
  • Participates in determining the objectives, scope, planning methods, techniques, standards and other criteria utilized on planning projects.
  • Assigns work to subordinates participating in projects and studies and provides instructions on procedures, techniques and methods.
  • Coordinates phases of projects and checks and reviews work of subordinates for adequacy and completeness.
  • Assumes project responsibility for a major special purpose study requiring initial development and management.
  • Keeps superiors informed of status and progress of projects.
  • Supervises and participates in research studies such as social and economic conditions, population density, transportation facilities, recreation facilities, and land utilization.
  • Meets with community groups, individuals, technical personnel of the County, State and Federal agencies to present, receive and discuss viewpoints and plans.
  • May represent the Director at public meetings and meetings of the planning commissions and the Board of Appeals.
  • Prepares correspondence and reports.
Training and Experience:    A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in urban or regional planning, architecture, civil engineering, economics, sociology, public administration, or a related field; and four and a half (4 1/2) years of research or analytical experience involving the compilation, examination, analysis and interpretation of statistical and other data, three of which shall have been in community  planning.
 
       Substitutions Allowed:
  • In addition to meeting the minimum educational requirement, applicants with a bachelor's degree in urban or regional planning from an accredited college or university shall be given credit for one-half year of the required research or analytical experience in social, economic or community development/planning experience.
  • A master's degree from an accredited college or university in architecture, civil engineering, ecology, sociology, economics, business or public administration, or a related field with emphasis in the application of research and analytical methods and techniques from an accredited college or university is qualifying for one and one-half (1 ½) years of the required research or analytical experience in social, economic or community development/planning experience.
  • A master's degree from an accredited college or university in urban and regional planning may be substituted for two (2) years of the required research or analytical experience in social, economic or community development/planning experience.
License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii, Type 3) may be required for specific positions.
 
Knowledge of: purposes, principles, practices, scope and techniques of the various phases of public planning; research methodology and techniques, statistical procedures; sources of socioeconomic and land use information; governmental organization and functions; trends in federal, state and local planning as the affect public planning; report writing; public relations.

Ability to: plan, coordinate and supervise the work of subordinates; translate ideas and recommendations into plans and drawings which are in conformance with laws, rules and regulations with the General Plan and public policy; understand, interpret and apply statistical concepts and methods; make effective presentations before groups; write effectively; establish and maintain effective relationships with public and private groups and individuals.
