IMPORTANT: SR-23 (Appointment may be made at any rate within the salary range from $5,789, SR-23-C to $7,628, SR23-J, per month at which appropriate qualified employees can be verified.)
Supervises the review and processing of complex plans and specifications for buildings and other structures for compliance with provisions of the Building, Housing and Zoning Codes and Ordinances; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise the review and processing of building plans for compliance with provisions of the building, housing and zoning codes and ordinances.The following are examples of duties and are not necessarily descriptive of any one position in this class. Plans, assigns and reviews the work of subordinate examiners engaged in the review of complex building plans and specifications submitted by private architects, engineers and contractors for compliance with provisions of the Building and Zoning Codes; provides training for employees; participates in the interview and selection process for new employees; reviews and makes recommendations on all personnel actions involving subordinates; provides first line resolution to disputes arising between plans examiners and permit applicants; coordinates work with other plans review and inspections sections; provides technical expertise in matters involving provisions of the Building and Zoning codes; provides input to the Department of Planning on applications for special use permits, conditional use permits, Special Management Area and zoning changes; confers with designers, contractors, and the general public to explain proper procedures in submitting plans and specifications for projects; oversees and participates in the preparation and presentation of staff reports to the Board of Variances and Appeals and/or the Board of Code Appeals; prepares recommendations for revisions to various codes, ordinances, etc.; oversees the maintenance of records of all plans checked and prepares correspondence and periodic reports; may testify on actions before boards, commissions, courts of law or other governmental bodies; may process and issue building, housing, zoning driveway, sign and numbering of buildings permits including the collection of appropriate fees; may perform field Inspections on projects review to assure compliance.
Training and Experience: (1) Graduation from high school and six years of experience in reviewing building plans and specifications for compliance with provisions of laws, codes and/or ordinances, two of which shall have involved the interpretation and application of the zoning ordinance; or (2) any equivalent combination of training and experience in the areas specified above.

Knowledge of: principles and practices of supervision; laws, ordinances, rules and regulations pertaining to zoning and subdivision of land; the general plan, development plans and detailed land use maps; basic principles and practices of city planning; procedures involved in processing building permit applications for conditional uses, special permits, transitional uses and accessory uses under particular zoning districts.
Ability to: plan, assign, direct and coordinate the work of subordinate examiners; interpret and apply provisions of the Uniform Building Code and Zoning Code; read and understand complex building plans and specifications and review same for compliance with provisions of the zoning ordinance and other pertinent rules, regulations and policies; advise others in the proper interpretation of provisions of the zoning ordinance; explain laws, rules, regulations and procedures involved in processing building permit applications; deal tactfully and effectively with the public; maintain records and prepare reports; give oral and written instructions.
