This class is distinguished by its responsibility for conducting various field investigations and inspections to assure compliance with the County's industrial wastewater discharge program.The following are examples of duties and are not necessarily descriptive of any one position in this class. License Requirement: Possession of a valid Hawaii State driver's license (Type 3).
Knowledge of: basic investigative and inspectional techniques; policies, procedures, ordinances and regulations governing pretreatment standards and wastewater discharges; manufacturing processes and procedures sufficient to detect possible violations regarding discharges; operation and use of water meters, flow and pressure recording registers and gauges, etc.; principles and practices of public relations; report writing.
Ability to: interpret and explain applicable ordinances and regulations; collect and analyze facts; read and record meter readings; read and interpret construction plans and specifications; keep records and prepare reports; deal tactfully and effectively with the public; understand and follow oral and written instructions; perform arithmetical computations.

- Conducts field investigations and inspections to assure compliance with federal and state regulations and County ordinances.
- Initiates and recommends corrective actions; performs compliance sampling.
- Conducts special investigations to identify illegal discharges in violation of federal, state, and County regulations.
- Utilizes computer database, word processing, and spreadsheet programs to summarize information, to track inspections and investigations, and to prepare reports to support the division's pretreatment program.
- Inspects liquid waste haulers, their discharges and records, to assure compliance with federal, state, and County regulations.
- Provides guidance, participates in and assists in public education programs regarding wastewater pretreatment issues.
- Inspects and assesses commercial establishments to determine compliance with federal, state, and County regulations.
- Performs other related duties as required.
