What are the responsibilities and job description for the Supervising Counselor Penal Institution position at County of Monmouth?
Under the administrative direction of the Business Administrator, organizes and supervises the activities of the Programs Services unit of the Monmouth County Correctional Institution (MCCI). Work hours are Monday through Friday, 8:00 a.m. until 4:00 p.m., or as approved by the supervisor.
Requirements:
- Education: Graduation from an accredited college or university with a Master’s degree in Sociology, Psychology, Counseling, Education, or Vocational Guidance & Counseling.
- Certification & Licensure:
Licensed Clinical Addiction & Drug Counselor (LCADC)
Certified Clinical Supervisor (CCS)
- Experience: Four (4) years of experience in guidance and counseling in the area of substance abuse, with two (2) years of which shall have been in a supervisory capacity.
Duties and Responsibilities:
- Assigning, reviewing and evaluating the work performed by all unit counselors and staff, including case & workload management, program development and deadlines.
- Provide counselors and staff with suitable advice and instruction in the performance of their work.
- Provides counselors and staff with appropriate training and performance evaluations.
- Monitors and evaluates the efficiency and effectiveness of all client programs, and makes appropriate recommendations to management for improvement.

- Estimates the appropriate quantity of personnel time & costs, and materials to accomplish unit goals and objectives.
- Develops, reviews and edits necessary program services operational procedures, protocols and curriculums.
- Resolves disputes, conflicts or other problems regarding programs and services, including mediation as required.
- Conducts in-service training on appropriate subject matter issues for agency staff as requested by management.
- Conducts both therapeutic individual and group client counseling sessions.
- Assist clients with referrals and placement into appropriate community-based programs.
- Provides individual guidance sessions to clients as needed/requested.
- Provide information to clients about various agency programs and services.
- Researches and writes applications for grants and requests for proposals.
- Examine records or documents for inconsistencies, irregularities, errors, or omissions and follow up with appropriate actions.
- Determine cause of the discrepancy in records, files, or claims, and takes appropriate corrective action.
- Answer questions about the application of regulations or policies.
- Facilitate communication with attorneys, families, etc. as appropriate.
- Provide technical advice to staff, peers, or management.
- Attend and participate on various policy-making boards, academic councils, disciplinary boards, committees, or task forces as requested by management.
- Provide assistance for new employees to the unit, including any orientation and in-service job training.
- Assign and supervise the work of any unit volunteers, interns and/or seasonal help.
- Perform other duties as directed.
