The Monterey County Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California, the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County, the County's school districts, and many of the County's special districts. The primary responsibilities of the Treasurer-Tax Collector include the billing, collection, reporting and accounting for all real and personal property taxes levied in the County, transient occupancy and cannabis business taxes levied in unincorporated county areas, and business license monitoring and collection; banking and investment of county, school and special district funds; and collection enforcement for Superior Court fines. The department of the Treasurer-Tax Collector consists of three divisions: Tax Collection, Treasury, and Revenue. 

 

Incumbents in the position of Administrative Secretary perform a wide variety of administrative and secretarial duties which require a substantial degree of autonomy; position serves as a personal assistant to a department head or major division chief and performs auxiliary duties and responsibilities of the manager; incumbents may supervise clerical staff engaged in various assignments; and performs other work as required.

The current vacancy is in Treasurer-Tax Collector and is an at-will appointed position.

 

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.
  1. Sets priorities, compiles and organizes information for supervisor’s use in completing reports, special projects, etc.; follows up on projects initiated by supervisor to assure their completion.
  2. Acts in a liaison capacity between the department head or manager, their staff and representatives from other departments, agencies, and the public in situations often involving problem solving or discussion and persuasion to gain concurrence and cooperation.
  3. Using discretion, monitors supervisor’s day-to-day activities and schedules. Exercises considerable judgment in committing the supervisor’s time; clears conflicts; arranges travel itineraries and makes reservations. Arranges appropriate meeting and conference accommodations to properly receive guests.
  4. Prepares correspondence either independently or from written copy, transcription or brief instructions.
  5. Screens office visitors, phone calls and correspondence, establishes priorities and refers to appropriate staff member.
  6. Organizes and maintains all types of files and records.

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge, skills and abilities:

 

Thorough Knowledge of:

  1. Correct grammar, rules of punctuation and spelling
  2. Proper format for business correspondence and forms
  3. Filing systems, including indexing and cross reference methods
  4. Office management and organizational methods.

Skill and Ability to:
  1. Read, interpret and apply laws, ordinances and departmental procedures
  2. Establish and maintain constructive and harmonious relationships with department heads, elected officials and the general public
  3. Operate a variety of office equipment such as typewriters, Dictaphone, calculator and personal computer 
  4. Type or key a minimum of 50 words per minute.

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:


Five years of experience performing increasingly responsible clerical duties.

OR

Two years in the class of Senior Secretary with Monterey County.

CONDITIONS OF EMPLOYMENT

The required conditions of employment include, but are not limited to the following:

  • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency;
  • Prospective employees for the Treasurer-Tax Collector will be required to submit to a background review which may include a review of information concerning present and/or prior employment, driving record and record of criminal conviction.
