The Assessor's Office has the responsibility to locate all taxable property in the County and to identify ownership, establish value, and apply all legal exemptions to the property. We are committed to establishing fair and accurate assessed property values and to providing excellent customer service to property owners and the public at large. Appraisers typically have a territory and are able to work independently, both in the office setting and in the field.

Appraiser II is the full working level class within the Appraiser series. Employees in this class perform appraisals of average difficulty on all types of residential, commercial, and agricultural properties. Appraiser II collects and analyzes data for appraisal and assessment of real property; and does other related work as required. Continuous learning affords the Appraiser the opportunity to advance through various residential, commercial, agricultural and other specialty areas.

Typical schedule for this position is Monday through Friday, 8:00 am to 5:00pm and is located in Monterey County.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.


This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

A few challenges you might face with this job:

  • You may experience difficulty understanding and applying the various methods real property can be valued for tax purposes.
  • You will need to work with some taxpayers who are difficult and/or dissatisfied.
  1. Collects, analyzes, and tabulates data on sales, rentals, and costs of real and other property; correlates data from recent sales and inspection of properties to arrive at an opinion of value for improvements and land.
  2. Examines residential, commercial and farm properties for type and quality of construction; classifies structures according to shape, size, type of construction and estimated costs; measures improvement and makes scale drawings.
  3. Records a complete description of buildings, including materials used, types and quality of fixtures, wiring, plumbing and air conditioning and miscellaneous structures as called for in the appraisal record.
  4. Uses appropriate cost tables to calculate cost less depreciation for improvements; makes and verifies computations involved in cost estimating and appraising; may obtain cost information from financial records or audit reports.
  5. Makes physical inspection of rural and undeveloped land for information related to current use and estimated future development; collects various data; makes value judgment as to current market value and documents basis for judgment.
  6. Prepares and presents data and reports to the Assessment Appeals Board regarding tax assessment petitions.
  7. Attends training classes and assists in training other appraisers.
KNOWLEDGE AND SKILLS

THE SUCCESSFUL CANDIDATE will have a proven track record demonstrating the following knowledge, skills, and abilities, including but no limited to, excellent verbal and written communication skills and a high degree of integrity and professionalism.

Working knowledge of:
  • Methods of real property appraisal, practices and procedures;
  • Factors affecting building and equipment depreciation and obsolescence;
  • Building construction, including materials, construction costs and quantities.
Skill and ability to:
  • Interpret data and apply mathematical calculations to property appraisal; 
  • Read and interpret blueprints, sketches and property descriptions;
  • Keep accurate and detailed records;
  • Prepare clear and concise recommendations and reports;
  • Operate a variety of office equipment, such as a calculator and personal computer;
  • Communicate effectively both orally and in writing;
  • Provide excellent and courteous customer service and establish and maintain effective working relationships with fellow employees and the general public; and attend and perform duties on a regular, reliable and consistent basis.
Any combination of training, education, and/or experience which provides for the knowledge, skills, and abilities required to perform the duties listed above is qualifying. An example of a way these requirements might be acquired is:

  • One year of experience as an Appraiser I or in an appraisal class of comparable or higher level; AND
Minimum qualifications to qualify for a Temporary Appraiser's Certificate are as follows:

EITHER

OPTION I

  • Graduation from an accredited four-year institution of higher education.

OR OPTION II

Graduation from high school (or equivalent) and four years of relevant experience within the last ten years in any of the following occupations:

  • An accountant, auditor, real property appraiser, building cost estimator, engineer, real estate loan agent, real estate loan underwriter, right-of-way agent, licensed building contractor, or
  • A real estate licensee, licensed by the California Department of Real Estate, engaged in buying, selling, leasing or managing real estate, or
  • An appraiser aide or appraiser trainee in an assessor's office or in the property taxes department of the Board, or
  • An employee other than an appraiser, appraiser aide, or appraiser trainee, of an assessor's office or of the property taxes department of the Board, except that such employment time shall be limited to qualifying for only 2/3 of the four-year experience requirement. The remaining 1/3 of time shall be accumulated by other relevant experience as described above or by education in an accredited institution of higher education.
OR OPTION III

Four years of relevant experience or any combination of relevant experience and education in an accredited institution of higher education totaling four years can be substituted for the educational requirement in Option I above.
As a condition of employment, the following requirements apply:

  • Pursuant to Rules 282 and 283 of the State of California Board of Equalization property Tax Rules, a Temporary Appraiser's Certificate will be issued only upon meeting the minimum qualifications listed under Option I, II or III as detailed in EXAMPLES OFEXPERIENCE/EDUCATION/ TRAINING above; and
  • Pursuant to Article 8, Section 670 of the Revenue and Taxation Code of the State of California, a Permanent Appraiser's Certificate issued by the State of California Board of Equalization is to be obtained within one year of appointment.
    Failure to obtain a Permanent California Appraiser's Certificate within one year of appointment will because for termination of employment; and
  • Pursuant to Article 8, Section 671 of the Revenue and Taxation Code of the State of California, completion of at least 24 hours of training conducted or approved by the California State Board of Equalization is required in each one-year period.
  • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving  record or provide evidence of suitable transportation which is approved by the appointing authority.
  • Prospective employees for the Assessor-County Clerk/Recorder will be required to submit to a background review which may include a review of information concerning present and/or prior employment, driving record, and record of criminal conviction.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
