The Probation Department is a law enforcement agency within the County of Monterey, with 5 major divisions: 4 operational divisions (Adult, Juvenile, Juvenile Hall, and Youth Center), and one infrastructure division, Administration, which includes Finance, Personnel, Training, Grants and Contracts, and Technology.   The Department manages a budget of about $82 Million and 300 permanent positions (with the majority being sworn officers), in addition to temporary staff and volunteers/interns.

The Monterey County Probation Department is seeking an experienced individual to fill the vacancy for the Probation Division Manager. This position reports to the Office of the Chief and is responsible for both the strategic and daily management of staff, resources and activities within a major organizational division. The Probation Division Manager plays an essential role in establishing and maintaining the efficient coordination of division services with other work units within the department, the courts, as well as with other government agencies.


This is a Promotional Only recruitment; open only to current regular Monterey County employees and former employees whose names currently appear on a Recall List.
  • Plans, organizes, coordinates and supervises the daily activities of the division; consults and/or acts as a resource to staff on troubleshooting and resolving the most difficult and complex client issues; develops monitors and assesses division programs and projects.
  • Incumbents plan, develop, interpret, administer and evaluate division goals, policies, and procedures in accordance with Federal, State, County, and Department requirements and standards.
  • Performs, administers and oversees a variety of functions regarding subordinate staff, including selection, assignment, scheduling, employee/ labor relations, and employee morale.
  • Performs fiduciary duties and responsibilities and provides recommendations related to budget preparation, authorizing and monitoring of expenditures, property management, and identifying, acquiring and monitoring revenue sources.
  • Monitors and analyzes proposed legislation, standards, and/or regulations; acts as a department resource on industry trends and best practices.
  • Represents the department and/or the Chief Probation Officer at professional conferences, functions, and meetings; serves as a departmental liaison to the courts, other governmental agencies and commissions for the provision and coordination of Probation services; establishes and maintains interagency relationships
  • Participates on the Chief Probation Officer's executive council to plan, coordinate, and resolve department-wide matters.
  • Performs and prepares management analyses and reports on division and department matters; performs special projects outside of divisional responsibilities.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:
 
Thorough Knowledge of:
  • Principles and practices of public administration, including organizational, human resource, and fiscal management.
  • Principles of adult and juvenile probation and rehabilitation.
  • Federal, state and county laws, regulations and procedures governing adult and juvenile probation, detention, rehabilitation programs and institutions, i.e., State Standards for Corrections, Welfare and Institutions Code, and the California Penal Code.
  • Counseling and disciplinary theories and practices applicable to adults and juveniles in custody or on probation. 
Working Knowledge of:
  • The underlying social, economic and psychological conditions which contribute to criminal behavior

Skill and ability to:
  • Plan, assign, direct, train and supervise the work of subordinates.
  • Formulate and implement effective programs and work projects for adults and juveniles.
  • Interpret, analyze, explain and administer laws, regulations and procedures regarding adult and juvenile probation, rehabilitation and detention
  • Recognize, define, analyze, and resolve organizational and operational problems.
  • Provide excellent and courteous customer service, and establish and maintain effective working relationships.
  • Communicate clearly, concisely, and effectively, both orally and in writing
Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Education
Graduation from an accredited college or university, with a Bachelor’s degree in
Administration of Justice, Social or Behavioral Sciences, Criminology, Public or
Business Administration or a closely related field.
AND
Experience
Five (5) years of work experience in the field of probation or parole, including two (2)
years performing a full range of supervisory duties over a major work unit.CONDITIONS OF EMPLOYMENT
The required conditions of employment include, but are not limited to the following:
  • Work flexible hours, including evenings, weekends and holidays as required by assignment.
  • Carry a firearm and use officer safety equipment, as required by assignment.
