Napa County is currently recruiting to fill one Staff Services Analyst I/II vacancy within the Fiscal Division of the Health and Human Services Agency (HHSA). This position will report to the Fiscal Supervising Budget Analyst and will be responsible for budget related activities including the preparation of budgets, estimates and claims for direct service programs, grant funding and contracts. 

This position will perform a variety of responsible and specialized technical services in the Napa County Health and Human Services Agency, Fiscal Division. Applicants must possess a general understanding of Generally Accepted Accounting Principles (GAAP) and have the ability to review general ledger accounts for accuracy, prepare journal entries and apply the appropriate coding structure to expenditures and revenue. This position will prepare budgets and estimates to reflect State/Federal/County funds, current staff salary and benefits, and contracted services for both internal Agency programs and grant funding sources; prepare monthly, quarterly, and/or annual claims and reports for submission to State and Federal departments while ensuring timeliness, accuracy, and the preparation sufficient backup documentation for audit purposes; track and monitor grant and contract expenditures; provide support to Agency program staff; attend and lead meetings; prepare ad hoc cost analyses; review contract exhibits for accuracy and adherence to funding sources; research and report on changes to State and Federal regulations; and conduct a variety of special projects involving research, data collection and analysis make appropriate recommendations. Based on the qualifications of the applicant pool, the Fiscal Division in HHSA may choose to fill the position at either the Staff Services Analyst I or II level. 

Teleworking is not permitted during the first six (6) months of employment and/or during the first six (6) months of a probationary period. Should teleworking be permitted by a hiring department after the 6-month requirement, the County supports a telework schedule that consists of a maximum of two (2) days per week.

The list established by this recruitment may be used to fill current and future Full Time, Part Time, Limited Term, and Extra Help positions as they occur over the next 12 months.  

MOU-agreed Salary increases and Winter Time Off:
  • 3.5% COLA increase effective 7/1/2025
  • 3.5% COLA increase effective 7/1/2026
  • 32.0 hours of Winter Time Off

POSITION REQUIREMENTS

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

STAFF SERVICES ANALYST I ($42.57 - $50.77)
Experience:  
No related experience is required.
                       
Education:  
A Bachelor’s degree from an accredited college or university with major coursework preferably in business administration, public administration, systems analysis, accounting, or related field.   (Responsible supervisory or higher-level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.)
 
STAFF SERVICES ANALYST ii. ($46.77 - $55.72)
Experience:  
One year of experience performing administrative management, personnel, fiscal, budgetary, staff development, or data processing analysis work, including the preparation of recommendations and reports, or one year of experience as a Staff Services Analyst I.
                       
Education:  
Equivalent to graduation from college with major course work in business administration, public administration, systems analysis, accounting, or related field. (Responsible supervisory or higher level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.)

License or Certificate:*  
Possession of a valid California Driver's License.

*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County.  For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
