What are the responsibilities and job description for the Director of Emergency Services position at County of Nevada?

Under the general direction from the Information and General Services Agency Director, the Director of Emergency Services is responsible for the overall management of emergency services and operations within the County.
EXAMPLES OF DUTIESEssential:
- Serves as the lead County official in emergency management/disaster preparedness and fire related emergencies.
- Oversees and administers all aspects of emergency/disaster preparedness, response, and recovery, which may include implementation of applicable portions of the emergency plan during disasters and emergency powers in the event of a local emergency.
- Coordinates and directs emergency planning, operations, staffing, and logistics; coordinates the activities of all emergency services in pre-emergency planning, during an emergency, and post emergency recovery.
- Represents the County in all dealings pertaining to emergency planning; serves as the primary point of contact with the California Office of Emergency Services, Federal Emergency Management Agency, federal Department of Homeland Security, and related organizations.
- Organizes and develops the County emergency program and operational area; coordinates emergency functions of the County with other County departments, other public and private organizations, volunteer groups, and individuals.
- Develops and maintains the County's emergency operations plan and supporting plans.
- Designs training programs and emergency readiness exercises.
- Develops and coordinates programs designed to inform the public of measures for self-protection and emergency service activities.
- Prepares and submits all reports required of the Office of Emergency Services by other entities including the Federal government, the State of California, the Board of Supervisors, and Disaster Council.
- Designates and maintains an Emergency Operations Center (EOC) in an acceptable state of readiness; serves as the EOC Operations Director when the EOC is activated.
- Oversees and participates in the development of the annual budget; participates in forecasting funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
- Provides administrative oversight of federal grants; sets priorities for emergency management federal grant projects; acts as Signature Authority for federal grant applications for the County Office of Emergency Sacramento and the Nevada Operational Area.
