Newaygo County is seeking a Full-Time Deputy Emergency Services Director to join this progressive, high-performing team located in the heart of West Michigan. Under direction of the Chairperson of the Newaygo County Board of Commissioners, the Emergency Services Department coordinates all emergency management and homeland security activities including prevention, preparedness, response, and recovery from disasters and threats within Newaygo County. As a Professional Emergency Manager, this position works closely with public safety officials, emergency response personnel, and emergency services volunteers, with which this position is responsible for recruitment and training. - Supports the Director in the planning, organization, and direction of all aspects of departmental operations including personnel, budgeting, planning, and general administration. Supports development and implementation of departmental policies, procedures, and regulations.
- Keeps abreast of legislative and regulatory developments, new administrative techniques and current issues through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate.
- Assist in the development, coordination, and maintenance of multi-jurisdictional, multi-disciplinary preparedness, response, mitigation, and recovery plans and efforts with all political jurisdictions within the County.
- Assist in the development, coordination, and maintenance of the County Emergency Operations Plan and other support plans by coordinating with each agency/department identified in the plan to identify functions, roles, and responsibilities they will perform in a disaster and ensure integration of all functions.
- Provides emergency response direction to disasters and/or extraordinary emergencies requiring multi-agency coordination, hazard specific technical expertise, and specialized resources. Ensures response operations are conducted in accordance with the National Incident Management System (NIMS) and other guidance as to ensure the jurisdiction’s eligibility in securing disaster recovery funds.
- Coordinates various emergency management committees required to ensure a communicated and coordinated approach among community officials and ensure local extensions of state/federal programs. Specific required committees include the Local Emergency Planning Team (LEPT); SARAIII Local Emergency Planning Committee (LEPC); Homeland Security Grant Program Local Planning Team (LPT); Disaster Mitigation Act of 2000 Hazard Mitigation Committee; and Citizen Corps Council.
- In coordination with the Emergency Services Director, actively participates in the comprehensive disaster exercise program and implements various drill, tabletop, functional, and full-scale exercise activities to ensure that community agencies/officials are proficient in assigned emergency roles and functions. Supports post exercise activities including After Action Reports and Corrective Action Plans to address potential deficiencies in response capability.
Maintains “On Call” responsibilities for emergency response activations including activations of the Emergency Operations Center and Community Emergency Response Team and Medical Reserve Corps Program.
- Oversees the administrative functions of the Community Emergency Response Team (CERT) and Medical Reserve Corps (MRC) Volunteer Program in accordance with the Standard Operating Procedures. Serves as a working supervisor to CERT and MRC volunteers including but not limited to recruitment, processing new member applications, maintaining volunteer databases and record keeping systems, managing regular volunteer trainings and meetings, issuing deployments, and coordinating and maintaining volunteer program plans, policies, and procedures.
Experience:
- Two years of training and experience in emergency services program is preferred
- Two years of experience recruiting, training, managing, and supporting groups of people
- Within one (1) year of employment, must have ability to successfully complete all of the following:
- FEMA’s Professional Development Series or equivalent certifications in FEMA’s curriculum
- FEMA’s IS100 Introduction to ICS; IS200 for Field Supervisors; IS700 Introduction to National Incident Management System (NIMS), ICS300 and ICS400 Incident Command System course
- FEMA’s 20-hour Community Emergency Response Team Basic Training Program
- FEMA’s Integrated Public Alert and Warning System (IPAWS) certification
- Must maintain a certification as a Professional Emergency Manager (PEM) within two years of appointment by the Michigan Department of State Police, Division of Emergency Management
