GENERAL DESCRIPTION:
The purpose of this position is to perform a variety of routine and complex clerical, technical, accounting, and legal support assignments in support of the Treasurer. This position assists in collecting Real Estate, Business, Vehicle, Watercraft and Personal property taxes while adhering to applicable South Carolina statutes. This role provides customer service to both internal and external clients, and assists with daily operations of the department.

- Calculates, receives receipts and posts various fees, fines and other payments; balances receipts and cash drawers daily; processes overpayments as appropriate; provides change when needed.
- Enters, verifies for accuracy, updates and retrieves computer data.
- Prepares periodic and special reports as required by the department, County and other agencies.
- Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel and citizens regarding areas of responsibility.
- Greets office visitors and provides professional, courteous customer service; assists customers or obtains information for customers as requested; explains department policies and procedures; refers customers to other personnel or offices as appropriate.
- Prepares, types, copies, files, transmits and/or mails various records, reports, notices, forms, correspondence, etc.
- Provides administrative and clerical assistance that includes extensive filing, mail processing, phone and fax communications, e-mail communications, and general office upkeep.
- Performs specialized clerical or technical duties as assigned.
- Attends staff, committee and County meetings as required.
- Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills.
- Assists in maintaining clean and orderly work and public areas.
- Assists customers, or directs them to the correct department.
- Blocks and unblocks payments.
- Clears suspended driver’s licenses.
- Processes return mail for issues such as incorrect or short payments.
- Acts as backup to the DMV Coordinator and Office Manager, when needed.
- Processes online payments, when needed.
- Helps with return checks, when needed.
- Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive math and accounting skills.
Knowledge of South Carolina Statues relating to tax collections.
Knowledge of Real Estate taxation, transfer, ownership, and mapping.
Knowledge of Department Motor Vehicle licensing and decal process.
Knowledge of Department of Natural Resources processes.
Knowledge in the legal requirements of the Treasurer, Auditor, Assessor, and Register of Deeds.
Skills in problem solving.
Back up to DMV Coordinator.
Knowledge of the policies and procedures of county offices, including the Treasurer, Auditor, Assessor, Register of Deeds, GIS, Finance, and Building Codes.
Ability to communicate effectively orally and in writing.
Exceptional customer service skills.
Good interpersonal skills.
Good analytical skills.
EDUCATION AND EXPERIENCE:
High School Diploma or equivalent, and one (1) year of related work experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Required: Valid driver's license.
Preferred: None.
PHYSICAL DEMANDS:
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
This position has the following special vision requirements: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up or down and to the left and right when vision is fixed on a given point); depth perception (three-dimensional vision, ability to judge distances and spatial relationships); adjust focus (ability to adjust the eye to bring an object into sharp focus).
