Role Overview

Performs intermediate-level technical work involving field inspection and reinspection of residential, commercial, and industrial properties to ensure compliance with building, plumbing, electrical, and mechanical codes. Responsibilities include maintaining files, preparing reports, and performing related duties as required.

This role involves both administrative and technical tasks to enforce the provisions of the Virginia Uniform Statewide Building Code (USBC). The position ensures compliance with all building, electrical, plumbing, mechanical, and energy codes as outlined in the Virginia Residential Code, Virginia Plumbing Code, Virginia Building Code, and the National Electrical Code (NEC). Work is conducted under the limited supervision of the Building Official.

Role Description

  • Performs field inspections for commercial and residential new construction, additions, and renovations, including building, electrical, plumbing, mechanical, and other structural elements.
  • Reviews commercial and residential building plans for new construction, additions, and remodeling projects to ensure compliance with laws and regulations; verifies engineering data and product specifications for proper implementation.
  • Enforces state and local building codes, policies, and regulations through inspections and plan reviews.
  • Advises contractors and the general public on proper building practices, relevant regulations, and construction methods for various building types.
  • Communicates extensively via phone and email with contractors, the public, engineers, architects, and other building officials, requiring in-depth knowledge and professionalism.
  • Develops policies and procedures to enhance service delivery to the community, department, and public, presenting recommendations to the Building Official for potential implementation.
  • Conducts emergency structural safety inspections in response to disasters.
  • Provides feedback on code compliance and communicates official code interpretations from the Building Official.
  • Conducts after-hours plan reviews and inspections as needed.
  • Trains permit technicians and other personnel as required.
  • Monitors vehicle maintenance schedules for county inspection vehicles.
  • Attends seminars, workshops and classes to maintain required continuing education units
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities

  • Thorough knowledge of all current and emerging code provisions of the Virginia Uniform Statewide Building Code. Ability to detect and locate defective workmanship in construction or repair of buildings and structures.
  • Ability to read and interpret blueprints, diagrams, specifications, codes, and standards.
  • Ability to physically maneuver on scaffolds, structural members and in cramped quarters to accomplish thorough inspections.
  • Ability to use provided software and hardware technology both in the office and field.
  • Ability to provide a high level of customer service.
  • Ability to establish and maintain effective working relationships with inter- and intra-agency personnel, property owners, building contractors and the general public.
  • Ability to maintain inspection logs and related records.
  • Ability to communicate orally and in writing.
  • Ability to obtain all required certifications required by the Building Official.

Education and Experience

Education and experience equivalent to a high school diploma or a minimum of three (3) years of experience in construction work or inspections.

Special Qualifications

Must currently obtain or be willing to obtain all certifications to become a Combination Residential or Commercial Inspector within 18 months of assignment. Additional certifications may be required at the discretion of the Building Official. Must meet requirements for continuing education units to maintain an active certification in accordance with the Virginia Certification Standards (VCS). Must possess and maintain a valid Virginia driver's license. Must possess satisfactory results of a criminal history background check.

Physical Requirements

Tasks involve the ability to exert moderate, though not constant, physical effort typically involving some combination of stopping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight. Ability to distinguish sounds, colors and odors.

Work Environment

Tasks may involve exposure to traffic hazards, dust, fumes, dirt, and vibrations while on job sites.
