Role Overview
The Permit Technician provides administrative and technical support to the Building and Development Services Department by assisting customers, receiving, and processing permit applications, and issuing permits. This position serves as a point of contact for the public, developers, and contractors, ensuring accurate and timely handling of site plans, subdivision plats, and related documentation. Work is performed under the supervision of the Customer Service Manager.
Role Description
- Serve as the first point of contact for customers at the permit counter, by phone, and via email.
- Provide information to the public regarding permitting requirements, application procedures, and zoning and building code regulations.
- Receive, review, enter and log permit applications, site plans, and subdivision plats for completeness and accuracy.
- Route plans and documents to appropriate departments for technical review.
- Issue approved building, trade, and land disturbance permits and collect associated fees.
- Maintain permit records, files, and databases in accordance with County policies.
- Track permit progress and communicate updates to applicants and staff as needed.
- Calculate fees for permits.
- Assist in the preparation of reports, notices, and other official documents.
- Ensure compliance with local ordinances, state building codes, and departmental policies.
- Reviews invoices, prepares accounts payable documents, and submits for payment.
- Provide administrative support to inspectors, planners, and other staff as needed.
- Assist with scheduling daily inspections
Knowledge, Skills, and Abilities
- Ability to perform technical review of permit applications and construction documents.
- Knowledge of construction and building code terminology and code requirements.
- Knowledge of various software programs such as Word, Excel, etc.
- Ability to learn new software and programs as needed.
- Ability to exercise tact and courtesy when dealing with customers.
- Ability to perform mathematical operations.
- Ability to reference data such as policy manuals and regulations.
- Ability to perform the highest level of customer service.
- Ability to work in a team environment.
Education and Experience
- High school diploma or equivalent required; additional coursework or certification in construction, planning, or a related field preferred.
- One to two years of experience in permitting, construction, customer service, or administrative support.
- Knowledge of basic land use and construction terminology is a plus.
- Strong communication and customer service skills.
- Proficient with Microsoft Office and permit tracking software, EnerGov (preferred).
- Ability to manage multiple tasks with accuracy and attention to detail.
- Experience in local government preferred.
Physical Requirements
Must be able to list 10-20 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at a keyboard or workstation. Must be able to communicate orally and perceive and discriminate colors and shades of colors.
Special Requirements
- Will be required to complete the basic course of study for Permit Technician and become a certified Permit Technician within 12 months of hire.
- Subject to pre-employment criminal background check.
