THE OPPORTUNITY
OC Community Resources, OC Housing & Community Development is seeking a candidate with strong project management skills and experience that can be applied to managing complex development projects and affordable housing-related programs. The Affordable Housing Development Analyst (Community Development Analyst) is a pivotal, non-supervisory management position, with a high degree of responsibility to ensure that all available County and private resources are used efficiently and effectively to create viable affordable housing opportunities. This position reports to the Housing Development Manager as a key member of a small and interactive professional team. This position is also required to be able to be self-motivated, independently operate, and take initiative in order to complete multiple competing tasks.
This position helps to plan, review, analyze, and develop funding recommendations and policies for a wide variety of affordable and supportive housing developments. Under direction, this position supports the administration of the County funding and resources for affordable housing projects and programs. This includes working with developers, lenders, public agencies, and County of Orange departments and commissions, through all stages of development from funding application through construction completion. Under direction and supervision, the incumbent develops, secures, analyzes, and recommends financing for the development of complex affordable rental housing, including new construction and rehabilitation; reviews requests for funding; conducts feasibility analyses; negotiates loan terms and conditions; presents staff recommendations for financing approvals; reviews and monitors the loan development process; provides project management expertise and technical assistance in complex funding/closing loans; provide expertise and technical assistance in implementation of project-based voucher rental subsidies program including drafting, reviewing and negotiating housing assistance payment agreements and contracts; conducts housing legislative and policy analysis and recommends housing policies/programs; provides expertise in implementation of Mental Health Services Act funding for development of supportive housing; develops and reviews contracts for approval by department management; and other related work as required.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have three (3) years of progressively responsible experience in the field of affordable and/or supportive housing development, policy and/or finance. A Bachelor's Degree or Master's Degree in Public Administration, Public Policy, Finance, Business Administration, Economics, Political Science, Urban Planning, or other related field is highly desirable but not required.
Knowledge in Federal, State, and Local funds related to the development of affordable and supportive housing programs is key to success in this role.
In addition, the ideal candidate will also possess demonstrated expertise in the following core competencies:
Technical | Project Management
- Understands federal, state and/or conventional financing and rental subsidy programs applicable to affordable and/or supportive housing
- Implements methods, techniques and procedures involved in administering a Notice of Funding Availability for affordable and/or supportive housing and reviewing and processing funding applications and recommendations for approval by the decision-making body
- Understands, interprets and implement affordable housing and community development legislation and policy
- Manages complex projects, including conducting feasibility analyses, underwriting and risk analyses, negotiations of loan terms and conditions, management and oversight of project schedules and budgets, and completion of required monitoring and compliance reporting.
- Prepares and analyzes financial pro forma's with varying degrees of complexity

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
