The open eligible list established through this recruitment will be used to fill current and future Airport Operations Officer positions within John Wayne Airport. This recruitment may also be used to fill positions in similar and/or lower classifications.

In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:

Effective June 27, 2025 – 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

AIRPORT OPERATIONS DIVISION
John Wayne Airport (JWA) Operations Division is responsible for the day-to-day oversight of JWA activities, ensuring JWA operates safely, securely, effectively and within the scope of strict federal regulations. Each day, Airport Operations staff conduct on-site inspections; address the needs of all tenants, patrons, and other customers; issue and track employee identification badges and other access cards and keys; manage parking facilities; emergency preparedness; janitorial services; safety; and monitor the activities of ground transportation providers. The Division consists of four areas: Airside Operations, Landside Operations, Safety, and Emergency  Preparedness and Security.

THE OPPORTUNITY
The County of Orange, John Wayne Airport, has a challenging opportunity for a highly motivated, experienced professional to join our Airport Operations team as an Airport Operations Officer. This position will exercise responsibility for independently coordinating the daily airside and landside operational activities of JWA. The incumbent who assumes this role will be expected to exercise considerable judgement and initiative in resolving problems, handling emergencies, and addressing other incidents in the absence of airport management. Areas of responsibility include, but are not limited to:

  • Monitoring and coordinating the activities of air carriers, airport lessees, Fixed Based Operators (FBOs), and concessionaires for compliance with contract agreements, FAA and TSA rules and regulations
  • Coordinating daily Airside and Landslide operation activities
  • Monitoring and coordinating the activities of ground transportation providers for compliance with permit agreements and other applicable regulations
  • Coordinating initial response to airport emergencies and other incidents by accurately assessing situations and quickly determining appropriate course of action
WORK HOURS 
(9/80) Rotational Shift - Positions in this class are assigned to cover designated rotating shifts, including evenings, weekends and holidays.

DESIRABLE QUALIFICATIONS
The ideal candidate will also possess three (3) or more years of recent, full-time experience in an equivalent operations officer position at a comparable airport OR four (4) or more years of experience at a Part 139 certificated commercial service airport performing airport operations or airport management duties.

A valid Pilot's license, FEMA ICS Training Certification or a Bachelor's degree or higher from an accredited institution in Aviation Management or Business Management or other closely related field is preferred but not required.

The successful candidate must also possess the following core competencies:

TECHNICAL EXPERTISE 
  • Familiarity with terminology and principles related to airport operations
  • Experience in interpretation and application of complex rules, policies, and regulations including airport airside and landside operations and procedures, air carrier operations, general aviation and Federal Aviation Administration (FAA) regulations regarding airport certification, safety, and security
  • Substantial understanding of performing safe work practices while enforcing rules and regulations and applicable codes, ordinances, and laws
  • Understand the Incident Command System and how it is used in an airport environment
LEADERSHIP 
  • Experience evaluating and responding to various actions ranging from routine calls to emergency status
  • Effectively align individual goals with those of a team to meet organizational objectives
  • Exercise sound judgment that reflects skillful information gathering and analysis
  • Experience and ability to provide clear and concise instructions to a variety of audiences to ensure compliance with applicable regulations, policies, and procedures
  PLANNING | PROBLEM SOLVING
  • Ability to continually assess assigned duties to ensure efficient and effective operations
  • Evaluate applicable regulations to determine impacts to JWA and recommend action as appropriate
  • Ability to evaluate and anticipate resources necessary to respond to routine or emergency action events
  • Use sound reasoning skills to identify and analyze problems by gathering relevant information and considering a broad range of issues related to operations
  • Experience making sound decisions within a professional ethical framework, demonstrating organizational integrity
EFFECTIVE COMMUNICATION | ORAL & WRITTEN SKILLS
  • Ability to work positively and effectively to resolve issues and develop collaboration within internal team settings as well as with County of Orange agencies and or external constituents
  • Represent the organization effectively and communicate articulately, concisely exchanging information with others both orally and in writing
  • Maintain cooperative relationships and deal tactfully within and across organizational lines, as well as with airport tenants, airport guests/users, and members of the public
  • Present technical and conceptual information clearly and articulately, both orally and in writing, to a wide variety of audiences

LICENSE REQUIRED

The successful candidate must possess, obtain, and maintain the following licenses:

  • Valid California Driver's License, Class C or higher, by date of appointment
  • Valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment

AIRPORT ACCESS REQUIREMENTS
Employees must clear a background check, which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA) check, and Security Threat Assessment (STA) check. Airport Access Badge must be maintained and renewed every two (2) years.


RECRUITMENT PROCESS

Eligible List | Score Groups: Once all assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
