COMMUNICATIONS INSTALLATION TECHNICIAN

 In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
 
Effective June 27, 2025 – 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

RECRUITMENT/POSITION INFORMATION
This recruitment is being held to establish an Open Eligible List to fill current vacancies in this class until the next recruitment. The eligible list established may also be used to fill positions in similar and/or lower classifications.

The Department consists of six organizational Commands comprised of 23 Divisions. Together, these Commands and Divisions provide services including land, air and sea-based patrol, custody operations, investigative services, emergency management, coroner services, forensics and specialty operations, among an extensive list of other public safety services.
 
THE DIVISION  
The Orange County Sheriff's Department - Technology Division consists of approximately 150 personnel organized in five bureaus that specialize in specific technologies and services, including Operations, 800MHz Radio Communications, Applications, Infrastructure, and Security.  Each section maintains a staff of Managers, Engineers, Technicians, and support staff to provide a high level of operational and technical expertise to various public safety functions including Law Enforcement, Fire Services, Emergency Medical Services, Lifeguard, Park Rangers, Public Works, Local Government, Courts, County and City jails, and Probation facilities. The Division supports all information technologies for approximately 4,000 Department employees and more than 320 law enforcement applications. OCSD Technology maintains a closed, wide area data network only accessible by law-enforcement, and has direct connections with more than 50 Orange County law enforcement agencies for information sharing. The Technology Division’s functions include: application development and support, help desk support, desktop support, body-worn camera, mobile, and MDC support, storage and server support, network and CCTV support, network security operations, and the management of the 800MHz Countywide Coordinated Communications System. OCSD Technology is committed to fully supporting all Divisions of the Sheriff’s Department and all Orange County, mutual aid, and federal partners with the honest delivery of high quality IT systems and excellent customer service.

THE OPPORTUNITY
Under supervision the Communications Installation Technician will install and remove electronic equipment from a variety of locations and emergency vehicles. Installations may include, but not limited to, police cars, police motorcycles, fire trucks, and command vehicles, and will also perform simple repair work on electronic equipment. The Communications Installation Technician will also assist in the installation and removal of communication equipment from fixed stations and offices, and learn to use basic test equipment and complete other work as required or assigned.

THE IDEAL CANDIDATE 
The ideal candidate will have extensive experience with installing two-way radio communication equipment, public safety equipment, patrol video systems, network equipment and a familiarity with vehicle operation and power systems. The ideal candidate will also have a firm knowledge of basic electronics, including Ohms law and AC and DC theory. The ideal candidate should be able to operate and use hand tools and small power tools, as well test equipment such as volt-ohmmeters and watt meters.

MINIMUM QUALIFICATIONS 
General Knowledge of 
Basic electronic theory including Ohms Law and AC and DC theory, audio and radio frequency circuits, electronic measurements, semiconductor fundamentals and mathematics for electronic technology

Ability to

  • Read electronic schematics, blueprints and instruction manuals and follow directions precisely
     
  • Operate and maintain electronic test equipment
     
  • Use a variety of hand and power tools to install equipment
     
  • Read and write numbers in English to record data on work orders, time sheets and log sheets
     
  • Crawl under vehicles and work in cramped spaces such as under automobile dash or in automobile trunk
     
  • Must be able to lift radio equipment in and out of vehicle trunks and hold in place while attaching


Experience/Education:
Completion of a training course in basic electronic or electronic repair

AND

One (1) year of experience involving the installation and/or repair of electronic equipment. Training beyond basic electronics may be substituted for the required experience on a month-for-month basis.
 
License/Certification: Possession of a valid California Driver's License, Class C or higher is required by date of appointment.

SPECIAL QUALIFICATIONS
Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).
 
PHYSICAL, MENTAL, AND ENVIRONMENTAL REQUIREMENTS

Physical Requirements:  May be required to climb and work from antennas which may exceed 100 feet in some assignments.  Applicants must be able to lift over 50 lbs., with frequent lifting and/or carrying objects weighing over 25 lbs.; climb ladders, scaffolding and poles, crawl in attics or under vehicles and work in cramped spaces such as under automobile dash or in automobile trunk, stoop, bend or twist your back, kneel, squat and work with arms above shoulder level; identify and distinguish colors; operate power tools or other like machinery that are potentially hazardous.
 
Environmental Conditions: Must be willing and able to work in remote areas and in high security areas such as jails, courthouses and dispatch centers.
 
Human Resources | Minimum Qualifications
Sheriff Human Resources screens all applications to identify the most qualified candidates for the position based on the skills required to meet the needs of the Department. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

SELECTION PROCEDURES
Structured Oral Panel Interview (Weighted 100%):
Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

ELIGIBLE LIST
After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates.
