This recruitment is being held to establish an Open eligible list to fill current and future Research Analyst IV vacancies within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.
THE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services (PHS) and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.
THE PROGRAMS
COMMUNITY & NURSING SERVICES and CLINICAL SERVICES DIVISIONS
The Community & Nursing Services (CNS) division focuses on providing direct care and support to Orange County’s most vulnerable populations. CNS provides nursing services both in the home and the community, including case management, client advocacy, and providing community resource information and assistance with accessing health care.
Clinical Services division delivers comprehensive healthcare through our public health clinics—preventing communicable diseases, promoting disease prevention, and assuring access to prevention, health care services, and treatment of communicable diseases such as STDs, HIV and AIDS, and tuberculosis.
ENVIRONMENTAL HEALTH DIVISION
The Environmental Health Division (EH) is comprised of various programs aimed toward protecting the health and safety of Orange County residents and visitors from harmful conditions in the environment. EH services include retail and wholesale food protection, foodborne illness investigations, public pool inspections, childhood lead exposure prevention, water quality monitoring, ocean water protection, solid waste facility oversight, hazardous materials surveillance and mitigation oversight, underground and aboveground storage tank oversight, body art facility and practitioner oversight, medical waste management inspections, and a used oil recycling education and outreach.
THE OPPORTUNITY
The Research Analyst IV (RAIV) position is situated within PHS and will plan and manage data projects to guide evidence-driven program planning and decision-making for a range of PHS programs. The RAIV will utilize statistical and analytical methods to evaluate programs, and interpret data to communicate findings to a variety of stakeholders. Duties may include, but are not limited to:
- Design and implement public health research and evaluation studies using appropriate data management and statistical methodologies
- Conduct trend analysis to identify patterns and project future outcomes
- Design and create data visualization tools (e.g., dashboards and reports) and effectively communicate data findings, interpretation of data, and recommendations to a diverse range of audiences and stakeholders
- Create presentations and reports to convey complex data into concise and actionable insights
- Design and develop data collection tools and/or maintain management systems to align with grantor, Federal, State, and Local agency reporting requirements
- Provide technical assistance, cross-train and build data capacity across PHS divisions
- Train staff and/or project team members as assigned
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have at least four (4) years of experience conducting data analysis utilizing statistical software such as SPSS, R/R Studio, SAS, ArcGIS, and/or Tableau and Power BI in Public Health.
The ideal candidate will possess extensive knowledge of program evaluation methods, research design, and statistical analysis methods, as well as experience organizing statistical information into actionable insights for a variety of stakeholders through the use of data visualization software.
Furthermore, the successful candidate will have extensive knowledge, skills, abilities, and experiences in the following core competencies:
Technical Experience | Technical Knowledge
- Conducting complex statistical analysis, including inferential statistics and forecasting, as well as methods of organizing statistical information into reports, tables, charts, graphs, and dashboards
- Designing, conducting, and summarizing program evaluation and quality improvement efforts, while working with public health practitioners to understand evaluation results and use them to fashion appropriate data-driven program enhancements, including those that promote health equity
- Managing and connecting large datasets and linking complementary variables and data elements across diverse programs with attention to detail regarding data accuracy, quality, and privacy protections
- Conveying complex analytical results to a diverse range of audiences and stakeholders in a customized manner using a variety of presentation modalities
- Familiarity with public health terminology, principles, and practices, with a strong understanding of public health disciplines, practice settings, and health equity concepts
Leadership
- Providing technical guidance to team members in planning and implementing research activities, including data collection, management, analysis, and reporting
- Proactively identifying opportunities to assess and evaluate Public Health programs
- Identifying team roles and establishing appropriate staffing and duties under minimal direction and control as a project lead
- Leading projects or committees pertaining to Public Health

Physical & Mental Requirements
Possess vision sufficient to read standard text, fine print, various handwritings and view a computer monitor; speak and hear well enough to communicate clearly and understandably in person and over the telephone; independent body mobility sufficient to stand, sit, walk, stoop, and bend routinely to perform daily tasks; ability to sit for prolonged periods of time; manual dexterity to use hands, arms, and shoulders repetitively to operate a keyboard/mouse and use other office equipment such as a stapler, telephone and photocopy machine. Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.
Environmental Conditions
Ability to work in an office environment with changing priorities, deadlines and multiple assignments concurrently.
RECRUITMENT PROCESS
