This position is responsible for the overall management of the Booking Division and all staff directly assigned to this area. This requires close and courteous interaction with inmates under normal and potentially volatile circumstances. The Captain-booking/releasing is required to handle multiple tasks simultaneously while being mindful of security operations. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. Must maintain compliance of all local, state and federal laws, and policies and procedures governing the Orangeburg County Detention Center, (SC Minimum Standards and PREA), etc.

Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Ensures that all personnel comply with and have a working knowledge of county and state laws applying to the Detention Center and the rules and regulations set forth by the Director.
  • Supervising all assign personnel within the booking area to ensure the safe and effective operations, including selecting, training, scheduling, and managing performance.
  • Screen all new inmates for medical emergencies, injuries, suicidal tendencies, mental health issues, and other pertinent information.
  • Gathers arrest and booking documentation, fingerprints and photograph all incoming inmate.
  • Recommends items for inclusion into the Detention Center Budget.
  • Properly supervise and verify all information entered into booking system (charges, warrants numbers, tickets numbers, court dates, victim notification information, and release information) etc.
  • Ensure inmates are placed into proper housing area according to his/her charges, sex, age, PREA (Prisoners Rape Elimination Act), and bond.
  • Maintain custody of inmates’ cash and personal property.
  • Allow phone calls, and obtain all signatures as required.
  • Gathers and assembles arrest documentation for the presentation to the courts. Prepare inmate for initial appearance.
  • Notify victim of a crime when applicable.
  • Release inmates from jail upon receipt of authorizing documentation. Return inmates property upon release or transfer to other agency or institution, obtain signatures, as required.
  • Serves as officer-in-charge in any emergency situations, i.e. jailbreaks, fire, riots, etc.; determines nature and cause of event; and takes necessary corrective action in the absence of the Division Manager/Captain or Director.
  • Prepares and submits required reports concerning unruly inmate behavior.
  • Coordinates the transfer of inmates, escorts inmates to/from jail, court; and maintains accurate head count and records of prisoner movement; arranges for hospital and medical care for prisoners when necessary.
  • Receives, reviews, and/or prepares various documents, records and reports including discharges, commitments, teletypes, medical reports, court orders, daily reports, booking reports, property reports, fingerprint cards, jail lists, head count lists, and activity sheets.
  • Determines and coordinates training needs; conducts and/or arranges training classes to educate subordinates in the rules, regulations, standards, policies, and procedures of the Detention Center.
  • Uses equipment including copiers, cameras, televisions, VCRs, intercom systems, telephones, two-way radios, inmate restraint devices, and fingerprint machine.
  • Provides assistance to inmates as needed.
  • Communicates and interacts with individuals and agencies.
  • Responsible for ensuring all employees are knowledgeable of and understand the safety procedures implemented by the County; ensures employee and public safety, welfare, wellness, and health at all times.
  • Provides professional and courteous customer service at all times to in-house staff and general public either by telephone, electronically, or face to face.
  • Performs other duties and related work as instructed and assigned.

Minimum Education and Experience Requirements:

High school diploma or general education degree (GED); and three to five years of experience in related field; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Supervisory Functions:

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Physical Demands:

Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on an occasional basis or considerable skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving close tolerances or limits of accuracy.

  • South Carolina Criminal Justice Academy Program Completion
  • Mid-level Jail Management
  • Taser Certification
  • First Aid Certification

  • Must possess a valid driver's license.
