Job Sufmmary:
The Penobscot County Finance Director maintains and enhances the County’s budgeting resources by planning, implementing, and evaluating all financial processes and practices. Responsible for all aspects of finance to include accounts receivable, accounts payable, investments, cash flow, projections, grant tracking, analysis and fiscal records to include payroll.
Essential Duties/Responsibilities:
· Maintains all financial records of the County, establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures of GASB, as well as IRS regulations, are maintained; prepares for and oversees annual financial statement audit
· Develops the annual budget in conjunction with the County Administrator for review by the Commission and Budget Committee; provides status of budget progress by collecting, interpreting and reporting data to the County Administrator
· Plans, organizes and directs all accounting work; supervises processing of accounts receivable and manages accounts payable
· Manages capital reserve and project expenditures, reporting and appropriations
· Supervises the preparation, verification and completion of payroll and related reporting requirements
· Prepares proposals for bid for short-term revenue notes or tax anticipation loans based on analysis and estimates of cash flow requirements
· Supervises the financial management and reporting of grants
· Develops and implements financial policies, objectives and requirements; assists department managers with accounting questions, historical information, projections and reports
· Performs the usual duties of a department manager, including interviewing, hiring, scheduling, training, supervising and evaluating Finance Department staff, resolving employee issues, and ensuring compliance with the Personnel Policies and Procedures
· Maintains professional and technical knowledge by attending educational workshops, establishing professional networks, and participating in professional associations
· Manages vendor insurance
· Establishes and maintains effective working relationships with employees, county officials and outside agencies
· Provides monthly financial reports to other departments and Administration
· Communicates effectively orally and in writing
· Manages past due accounts and collections
· Works harmoniously with all county staff and community and performs duties in a conscientious, cooperative manner
· Performs other related tasks as assigned
Knowledge/Skills/Experience required:
· Bachelor’s degree in Finance or Accounting required- Master’s preferred
· Five (5) years of directly related experience in financial management, preferably in the public sector and three (3) year experience in a management position with successful experience in supervising and training staff is required
· Exceptional working knowledge of budgetary, accounting and reporting systems and GASB, IRS regulations and FLSA is required
· Considerable experience with office automation and computerized financial applications (ISolved) and Quick Books or similar system required
· Considerable knowledge of internal control procedures and management information systems is required
· Experience with processing payroll and accounts payable functions is required
· Considerable knowledge of modern governmental accounting theory, principles and practices as well as public finance and fiscal planning is required
· Must pass pre-employment background check
· Ability to be bonded is required
Education Requirements:
A Bachelor’s Degree in accounting, finance, business or public administration, or a closely related field, or an equivalent combination of education and experience is required. A Master’s degree is preferred.
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
