The County of Riverside’s Transportation Department is seeking for a Transportation Construction Inspection Technician - (Engineering Technician II) position to support the Construction Inspection Development Section within the Construction Division. The position will be based out of Riverside and will travel daily to construction projects in locations throughout the County based on operational demands. The incumbent will perform field inspections of roadway and drainage construction, review plans, construction schedule, and the development of home tracks, which includes the responsibility to determining occupancy release ensuring compliance with plans, specifications, County standards, and regulatory requirements. The ET II will also write daily reports, prepare correspondence, and perform other engineering support functions as required. The most competitive candidates should be proficient in utilizing the full Microsoft Office and will possess comparable Public Works inspection experience.

The Engineering Technician II is distinguished from the Engineering Technician I in that the former is the fully qualified journey level in the series.

MEET THE TEAM! The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for several county departments which includes Building and Safety Department. The Riverside County Department of Building and Safety is dedicated to providing the citizens of Riverside County with courteous, efficient, and cost-effective services with the goal of improving the quality of life and orderly economic development by the provision and management of grading, building inspection, and code enforcement within the integrated Transportation and Land Management Agency activities.

ENGINEERING: 
• Perform limited design of roadways and appurtenant structures; revise elements of simple engineering designs within established limits.

• Calculate and compute quantity and cost of materials for a variety of construction projects; prepare maps using manual or computer aided techniques.

• Enter appropriate computer commands into system for mapping processes; digitize maps for data entry; operate plotter for computerized map preparation.
 
• Check subdivision maps for mathematical accuracy, closure, area, survey consistency and accuracy, and legal conformity; prepare legal descriptions and plats; perform laboratory analysis of field samples of soils, aggregates, concrete mixes, and other materials for compliance with County standards and contract specifications.
 
TRANSPORTATION:
• Investigate and make diagrams, reports, and recommendations on high accident locations and other sites; coordinate traffic census programs; collect, interpret, record, and make graphical presentations from information gathered in traffic, transportation and other studies and surveys.

SURVEYING:
• Perform moderately difficult sub-professional field and office surveying work.

• Set up and maintain filing and indexing systems for road record documents, survey records, maps, transportation data, and other engineering record materials.

• Inspect the construction of less complex public works projects and subdivision tracts to assure compliance with plans and specifications.

• Field Duties: Act as instrument technician on a survey crew; operate electronic measuring equipment, including total stations, levels and GPS equipment as well as transit and level in making cross-section, profile, topographic, elevation, Photogrammetric, location, and construction layout surveys.

• Make computations and record readings; check and prepare field notes; may act as Party Chief on a short term relief basis.

• Office Duties: Draft topographic, geometric alignment, cross-sectional, and profile drawings and maps using manual or computer aided techniques.
 
• Conduct title and property owner research; prepare legal descriptions and various legal documents relating to real property; calculate bearings, distances, areas, and perform other calculations.
 
• Prepare drawings and sketch tracings from survey notes and other records; prepare detailed and precise maps including right of way maps.OPTION I
Experience: Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.

OPTION III
Experience: Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.)

ALL OPTIONS

License: Possession of a valid Class C California Driver's License is required at time of employment.

Physical environment: The Engineering Technician II works outdoors in various environmental conditions, including noise, inclement weather, and open traffic. The role requires walking long distances, standing for extended periods, and performing tasks on uneven surfaces. Inspections may involve working at ground level or at higher elevations.


Knowledge of: Mathematics including algebra, geometry and trigonometry; the basic practices of engineering design and construction, traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection.
 
Ability to: Read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; assist in the preparation of designs, plans, estimates, reports, and specifications; collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations and recommendations; compile and enter data into computer system for computer aided mapping; perform survey field work, inspect public works projects and subdivision tracts; maintain effective relations with others.This recruitment is open to all applicants.
