The Riverside County Department of Waste Resources has an opportunity for a Waste Management Program Coordinator in Moreno Valley.

The position will support the Recycling and Community Outreach activities of the Department and report to the Assistant General Manager. Responsibilities include, but are not limited to, compliance with AB939 & SB1383, public education presentations/classes, leading the Department’s volunteer program, and various public education activities. Duties include supervision of staff, grant oversight, attending meetings, oversight of the Department’s public education program, developing and maintaining website content, budgeting, preparing reports, and providing customer service.


Competitive candidates will possess lead or supervisory experience which included presenting information to the public, working with local government, and familiarity with AB 939, also known as the California Integrated Waste Management Act, and SB 1383, California's Short-Lived Climate Pollutant Reduction Strategy. Experience in managing social media platforms for an organization is highly desired.

Upon completing probationary period, this position may offer a 9/80 or 4/10 work schedule with a hybrid telecommute schedule. Some availability on weekends and for overtime may be required.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. 

• Plan, organize, coordinate, and direct a waste management program or long-term projects; draft policies, procedures and program specifications.

• Establish workload priorities and review work of subordinates for quality in accordance with the standards and achievement of goals and objectives of the department.

• Participate in the analysis of proposed or existing legislation to determine the potential or actual impact on department programs and ensure program compliance with regulations.

• Meet with staff of other departments and agencies to exchange or clarify information used in developing and implementing assigned program.

• Coordinate with other sections and facilitate the flow of information on projects involving multiple sections.

• Prepare cost analyses and compile data regarding section workloads, staffing levels and priorities relating to the department's program budget; monitor program or project budget expenditures, and prepare progress reports and financial statements.

• Prepare Board memos, reports, analyses, media packages, guidelines, and correspondence.

• Make program presentations at meetings and coordinate participation with community groups; respond to difficult public relations problems, investigate complaints or problems, and recommend resolutions.

• Assist in the selection of staff, and train subordinates in waste management principles, technical and operational procedures, and departmental policy.

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, planning, environmental sciences, engineering, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of administrative, management or supervisory experience which included planning and making recommendations on issues involving waste management processes, recycling initiatives, hazardous waste management, fleet/heavy equipment management, or another closely related field.

Knowledge of: The laws, rules and regulations that have an impact on waste management; principles of supervision, the physical, environmental and economic implications of waste management; local, state and federal legislative processes; research methods; organizational structure and jurisdiction of governmental agencies involved in the waste management process.

Ability to: Supervise and coordinate the work of subordinates; plan and conduct a training program for subordinate staff; evaluate the performance of subordinate personnel; collect and analyze data, generate and evaluate alternatives, reach logical conclusions and formulate recommendations; compose clear and thorough study reports and recommendations; verbally present study findings and recommendations to a variety of public groups and governmental bodies; work effectively with the general public, and community and governmental boards and commissions; interpret and apply laws and regulations pertaining to waste management.


License: A valid California Driver's license is required. This position requires travelling throughout the County of Riverside to set up events and perform presentations.This recruitment is open to all applicants
