The County of San Diego Assessor/Recorder/County Clerk has an opening for DIVISION CHIEF I, ASSESSOR/ RECORDER/ COUNTY CLERK

The Department of Assessor/Recorder/County Clerk (ARCC) will invite candidates to ongoing interviews starting the week of May 19, 2025. Interviews will be in-person. Job offers for selected candidates will take place shortly after. 

Division Chief I, Assessor/Recorder/County Clerk is a management class allocated to the Assessor/Recorder/County Clerk. Incumbents are managers with responsibility for planning and coordinating the work of a division and formulating operating procedures and practices. Under general direction of the Chief Deputy Assessor/Recorder/County Clerk, incumbents serve as the assistant head of a large division or the head of a small division within the department and are responsible for the day-to-day operations of a branch office. Areas of responsibility include but are not limited to residential, commercial and personal property valuations, auditing, property tax exemptions, change in ownership determination, exclusions from reassessment, and cadastral mapping activities.

HIRING PROCESS AND TIMELINE

The timeline for this recruitment is outlined below.
  • Job Offer and Background Process begins shortly after the interviews. Note: Current County employees may be excluded from additional background screening.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date

MINIMUM REQUIREMENTS

  1. Two (2) years of experience as an Assistant Division Chief, Assessor/Recorder/County Clerk in the County of San Diego, or in an equivalent class in another California county; OR,
  2. Two (2) years of experience as a Supervising Appraiser I, Supervising Appraiser II or Supervising Audit-Appraiser or Cadastral Supervisor in the County of San Diego, or in an equivalent class in another California county; OR,
  3. Two (2) years of supervisory experience over appraiser or cadastral mapping/GIS staff in a property assessment jurisdiction.

Note: Experience in an Assessment/Valuation environment is highly desirable. Some positions in this class require possession of a permanent Appraiser's Certificate issued by the California State Board of Equalization.

CONDITION OF EMPLOYMENT

As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.


EVALUATION

Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in their employment and supplemental applications.
