Temporary Expert Professional (TEP) – Emergency Medical Services (EMS) Corps

 

Salary: $50.00 hourly

BACKGROUND 

San Diego County Fire is seeking a Temporary Expert Professional (TEP), with extensive experience in the Emergency Medical Services (EMS) field, to be the Program Manager for the San Diego County EMS Corps Program. San Diego County EMS Corps is an Emergency Medical Technician (EMT) job training program for Transitional Age Youth (TAY), from traditionally underserved communities, including many who have been impacted by the child welfare and  juvenile justice systems. TAY in the context of this program is defined as young people between the ages of 18-26, some of whom may experience challenges on their path to adulthood. The first EMS-Corps program was established 14 years ago in Alameda County, California and has proven to provide an opportunity for young adults to become competent and successful health care professionals. San Diego County’s approach is modeled after Alameda County’s EMS Corps program.

 

JOB OVERVIEW:  

The EMS Corps Program Manager is responsible for ensuring the successful implementation of the EMS Corps pilot by managing all aspects of the project.

 

RESPONSIBILITIES 

The Program Manager’s primary responsibility will be to oversee all operations of the EMS Corps Program, by effectively utilizing available resources to ensure the program’s success across key performance areas that include, but are not limited to:

  • EMS Corps Program student graduation rate
  • Student pass rate of the National EMT Registry Exam
  • Student employment rates post-graduation and EMT certification
  • Participate in ongoing training on the EMS Corps model
  • Collaborate with program stakeholders to adapt/evolve the program model based on local factors  
  • Collaborate with staff to develop a recruitment strategy  
  • Lead the application review, interview, and selection process
  • Oversee the day-to-day operations of the program
  • Manage contracts with all program vendors to ensure performance metrics are being met
  • Lead regular staff meetings to ensure team members are effectively contributing and supporting each other and the program goals
  • Lead regular meetings with the program’s collaborative of Instructors and Wrap Around providers to discuss general program operations and to review student progress, potential barriers and how to overcome them
  • Work with Site Implementation Lead to continuously optimize the program
  • Lead student orientation and graduation
  • Lead post-graduation job placement  
  • Track demerits and effectively communicate them to students   
  • Work with staff to modify and distribute membership handbook and weekly schedule  
  • Serve as a liaison and provide coordination between County Fire and outside entities   
  • Attend EMS Corps Program convenings throughout California
  • Analyze and monitor EMT regulations and requirements
  • Build relationships with employers and other outside stakeholders   

 

Student Experience and Engagement   

  • Regularly connect with students to lift up successes, understand challenges and ensure they have the support they need
  • Maintain a regular presence in all program components – in the classroom, at wrap around supports as appropriate and during community service opportunities
  • Track student performance in coursework and proactively offer support as needed  

 

Quality Candidates Will Possess: 

  • Extensive experience in project development and management
  • EMT, Paramedic, Firefighting, or other relevant EMS field experience, especially in a training capacity is preferred
  • Experience connecting with and supporting young people who have had to navigate challenges including insecure housing and system involvement.  Familiarity with the challenges and barriers faced by the young people EMS Corps will serve  
  • Knowledge of the local community, available resources and partners relevant to the young people EMS Corps seeks to serve  
  • Excellent communications skills including the ability to effectively collaborate with a diverse team of stakeholders and quickly connect with young people  
  • Strong leadership skills and the ability to motivate a team  
  • Strong organizational skills and the ability to manage multiple tasks and deadlines simultaneously
  • Basic computer skills including Microsoft Office  
  • A valid driver’s license and willingness to travel

What are the provided benefits?

  • This is an hourly position with no paid time off (PTO) or paid holidays. Sick time will be provided per California Law. Medical benefits are available, but this position does not provide dental or vision insurance. No retirement benefits are available.

What holidays are observed?

  • The County has several observed holidays; however, these are not paid holidays for the Fellow position. You may take the holiday off, but you will not get paid.

Is the position on-site or remote? 

  • This position is hybrid. There will be duties that require travel to sites around the County.

How many positions are you recruiting for?

  • We are recruiting for one position.

Who does the position report to?

  • The position will report to the EMS Program Coordinator.
