This position is assigned to the Enterprise Financial System Operations (EFS) Team. This team plays a pivotal role in ensuring the financial integrity of our County. As a core function of the County's financial operations, the EFS team manages critical components including the General Ledger, Cost Accounting, and Budgetary Accounting for the County government and its special agencies. This dynamic and collaborative team ensures the highest standards in financial reporting, compliance, and transparency. Through their expertise, they provide essential accounting training and guidance, ensuring adherence to financial policies and ethical practices.
Key Responsibilities:
- Financial Oversight & Budget Management: Ensure the accurate preparation, oversight, and tracking of the County’s annual budget, working closely with departments to allocate funds in alignment with strategic goals. Monitor budget performance and provide detailed variance analysis to senior leadership, highlighting any risks or opportunities.
- Monthly & Year-End Close: Lead the monthly and year-end financial close processes, ensuring that all financial transactions are accurately recorded, reconciled, and compliant with accounting standards. Provide oversight of the timely preparation of financial statements, working closely with other departments to ensure completeness and accuracy for external reporting.
- Maintain Accurate Financial Records: Ensure that all records are kept up-to-date and in compliance with regulatory requirements and auditing standards, enabling transparency and accountability across the County’s financial operations.
- Support Debt Administration: Assist with debt management activities, including debt issuances, refunding efforts, credit agency reviews, and related financial disclosures, ensuring effective stewardship of public funds.
- Capital Asset Management: Oversee the accurate reporting and management of capital assets, collaborating on the preparation of the Annual Comprehensive Financial Report (ACFR) footnotes and ensuring compliance with applicable accounting standards.
- Specialized Financial Reporting: Prepare key financial reports such as the Public Facilities Fees Plan, Quimby, TC-31, and 50/50, providing insightful data that supports long-term fiscal planning.
- Disaster Recovery & Grant Administration: Provide critical disaster recovery support, including management of FEMA claims and the oversight of related grant administration processes.
- Fiscal Year-End Book Closures & Policy Updates: Lead the year-end book closing activities, ensuring that all transactions are finalized, reconciled, and reported accurately in alignment with County policies. Additionally, assist with the ongoing update and refinement of County financial policies, ensuring they remain current and effective in managing public funds.

Auditor-Analyst II: In addition, two years of experience at a level equivalent to Auditor-Analyst I.
Auditor-Analyst III: In addition, two years of experience at a level equivalent to Auditor-Analyst II.
