The Department of Public Works is seeking qualified Capital Projects Managers (CPM) for the planning, development, and implementation of its Capital Improvement Program. The Capital Improvement Program supports the modernization and expansion of facilities to provide updated safety measures and improve the efficiency of county facilities. The Program also supports the building of new facilities.
In general, the Capital Projects Manager II will perform complex capital improvement project management work including the planning, design, bidding, and construction of assigned capital improvement projects. Projects will be managed through all phases of work, from the initial planning stages, to the completion of construction and warranty period and may include major building remodel, new construction, renovation, upgrade, and tenant improvements. The Capital Projects Manager II will manage simultaneous capital improvement and major maintenance projects with varying budgets, completion deadlines, and levels of political sensitivity and visibility.
The Capital Projects Manager II is the second level of the Capital Projects Manager series. This classification is distinguished from Capital Project Manager I for having responsibility for capital projects with a budget of up to $40 million.
The Capital Projects Manager II will provide leadership of a complex, multi-disciplinary team to:
- Deliver the Capital Program and Construction (CP&C) projects.
- Develop and manage the project scope, schedule, and budget.
- Analyze work plans and budgets.
- Motivate, facilitate, monitor, and lead project teams.
- Negotiate/modify contracts, and resolve claims and disputes.
- Prepare technical reports and other documentation such as designs, drawings, and specifications.
- Monitor cost and quantity estimates for necessary labor, materials, and equipment.
- Analyze/solve complex engineering problems/issues to ensure compliance with regulatory and performance standards and specifications.
- Write, review, and approve departmental correspondence, reports, and other related documents.
- Conduct meetings and presentations to committees, approval agencies, clients, and the general public.
- Plan, organize, direct, and control assigned Capital Projects from concept through design, construction, and closeout (completion) of the program/project.
- Prepare and monitor project budgets, including support for obtaining funding.
- Coordinate work with consultants, County staff, contractors, agencies, and the public.
- Ensure contractors are maintaining safe work sites and the needs of the program/project and community are being protected.
- Ensure timely inspections, acceptance, and approval for occupancy and closeout (completion) of projects by working with the architects, contractors, construction managers, inspectors, regulating authorities, operations, and Division of the State Architect (DSA) staff to resolve punch list items and other final activities.
- Perform other duties as required.
The ideal candidate will have a degree in Engineering, Construction Management, Architecture, or closely related field and five years’ experience as a project/construction manager of medium to large capital projects ranging in value of up to $40 million for a local, state, or federal agency, general contractor, or developer.
In addition, the ideal candidate will possess knowledge of Federal, State, Joint Commission, and HCAI (Health Care Access and Information) administrative codes, and have the ability to understand, interpret, and apply provisions of HCAI (OSHPD) rules and regulations to ensure health care facility projects are in compliance.
Additionally, the ideal candidate will have the following:
- Experience in technical aspects of civil, mechanical, electrical, structural, and geotechnical engineering design and specifications, financing, estimating and budgeting, including planning and estimating, calculating overhead, and design and construction costs.
- Working knowledge of various funding sources and restrictions; legal requirements for City, County, and/or State projects; regulations and regulatory agencies and commissions affecting planning, zoning, design, and permitting.
- Experience in the requirements and preparation of final bid packages; and direct experience cooperating and collaborating with contractors, trades, and in-field personnel such as construction managers, resident engineers, and inspectors during the Construction phase.
- Experience presenting information and/or resolving issues in community meetings and making presentations to elected or appointed officials, boards, or commissions.
- Ability to communicate up/down and between disciplines, lay people, and stakeholders.
- Ability to supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of medium to large construction and maintenance projects.
- Ability to conduct presentations to the Director and Executive Team to inform them of the project progress.
- Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
- Strong organization and coordination skills to manage many complex projects simultaneously.
- Proficiency in the use of computers for complex spreadsheets, word-processing, cost-tracking, scheduling, and project management.
- Familiarity with current technological resources for project development and monitoring, e.g., BIM, Revit, etc.
- Ability to establish and maintain effective working relationships with clients and co-workers.
- Superior communication skills, both orally and in writing.
- Experience in various project delivery systems, e.g. Design-Bid-Build, Design-Build, GMP, CM at Risk, Lease-Lease-Back, IPD, etc.
- Experience with HCAI (OSHPD) projects.
- Ability to operate a County vehicle to and from work sites.
- Project Management Professional (PMP) Certification or equivalent.
- Certification equivalent to LEED AP is desirable.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
- A typical way to qualify is graduation from an accredited college or university with a major in Architecture, Engineering, Construction Management, or a closely related field AND
- Five years of experience as a project manager of medium to large capital projects which resulted in the completion of buildings or structures.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualifications.
