The San Mateo County Information Services Department (ISD) is seeking a professional to join their Business and Finance Administration team as a Departmental Personnel Services Analyst. This position will manage, support, and coordinate the following activities:
The Departmental Personnel Services Analyst will perform the following areas:
- Payroll Management:
- Oversee the weekly review and reconciliation of ATKS and ServiceNow timesheet entries.
- Ensure accuracy and consistency in time data entries and resolve discrepancies promptly.
- Process time reporting forms, verify information and calculations, specific payroll rates related to holidays, overtime, off-shift, and predetermined premium rates, and monitor leave and compensatory time totals.
- Generate, review, and interpret a variety of automated reports routinely to identify and resolve payroll and personnel change errors and discrepancies; research and analyze discrepancies and process appropriate corrections.
- Personnel Management:
- Perform all personnel action processes, including job changes, compensation changes, initiating hires, processing retroactive pay, etc.; research and assemble information from a variety of sources and make associated arithmetic and/or statistical calculations.
- Hiring Process Coordination:
- Coordinate and manage departmental hiring processes, including interview schedules, communications, and feedback collection.
- Liaise between departments to ensure smooth and timely recruitment operations.
- Recruitment Assistance:
- Collaborate with the County Human Resources Department to guide and assist hiring managers in recruitment, testing, and candidate selection.
- Develop recruitment strategies and innovative materials to attract suitable candidates in collaboration with HR and hiring managers.
- Onboarding and Offboarding Processes:
- Create, update, and maintain procedural documents guiding ISD's (Information Services Department) onboarding and offboarding processes.
- Ensure the seamless integration of new hires and clear exiting protocols for departing employees.
- Employee Relations and Leave Management:
- Confer with human resources and departmental staff regarding specified human resources and/or employee relations matters, including Civil Service Rules, MOU provisions, and related policies and procedures.
- Partner with ISD leadership and HR to facilitate the processing of employee relations issues and job-protected leave matters.
- Act as a liaison in coordinating personnel matters with County risk management.
- Budget and Personnel Information Verification:
- Support verification of personnel information crucial for ISD's budget creation process.
- Ensure alignment of personnel data with budgetary requirements and communications.
- Training Plan Coordination:
- Coordinate the creation and management of ISD's employee annual training plans and reporting.
- Oversee training logistics and track training completion and compliance.
- Regulatory and Policy:
- Maintain a practical understanding of the Memorandum of Understanding and Resolutions governing personnel matters.
- Ensure compliance with legal and organizational policies.
- Administrative Duties:
- Perform administrative tasks related to personnel and payroll functions of the department, such as managing organization charts, maintaining civil service files, and employee records.
- Create offer letters and communicate weekly notices to all ISD staff.
This incumbent in the position will have demonstrated professional experience in managing personnel and payroll activities and should possess the following qualities:
- An effective collaborator who interacts well with employees, the County Human Resources Department, the Controller’s Office, and ISD leadership.
- An excellent planner and organizer who performs activities with great attention to detail.
- A superior communicator who excels in both verbal and written communication.
- Technically knowledgeable in basic human resources functions within a government setting.
What you will need:
- At least one year of professional administrative experience. Transferrable professional administrative work experiences include organizing and managing office operations; providing support to executives; or handling inquiries, troubleshooting issues, or managing projects.
- Basic research and report-writing skills.
- Knowledge of the principles and practices of County operations, administration, and organization.
- Exceptional communication skills in both written and verbal formats.
- Demonstrated ability to establish and maintain effective working relationships with individuals from all levels of the organization and applicants.
- Experience performing work that requires strong analytical skills in addressing a wide variety of complex issues and making effective recommendations.
Unless already possessing at least three years of relevant recruitment experience, successful candidates for this position will be considered for the Associate Management Analyst level only. Progression to the higher-level Management Analyst classification will be based on performance and the County’s step progression guidelines.

Only current County of San Mateo employees in the Information Services Department with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date may apply. The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%).
Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.
