The County of San Mateo Parks Department ("Department") is seeking a Harbormaster to oversee the Coyote Point Marina ("Marina"), which offers/provides 544 public berths and support facilities. Under the direction of the Parks Director or designee, the Harbormaster will manage the operation and maintenance of the Marina and related facilities; coordinate rental agreements; prepare the Marina budget; seek out and manage grants; select, supervise and evaluate the work of Marina personnel; and manage a night security contract. The Harbormaster will also manage and train staff in the use of a patrol boat used in the performance of rescue operations.

In addition to planning and budgeting for capital projects in the Marina, the Harbormaster is responsible for maintaining excellent relations with the tenants and leases of the Marina and coordinating relations, as appropriate, with City and County officials, representatives from the California Department of Boating and Waterways, United States Coast Guard staff, and other Parks staff.

The Department is looking for a responsive and innovative manager to serve as Harbormaster. The ideal candidate will:
  • Be a highly motivated individual who is responsible for property management, personnel, accounting, administration, and harbor patrol operations, as these duties relate to planning, developing and managing the County's real properties, financial programs, human resources, harbor safety and administrative functions.
  • Possess a proven track record as a Marina manager with participatory team building style.
  • Have knowledge of issues and trends within the marina recreation industry,
  • Ability to maximize quality services through the creative use of the Department's resources; ability to deal effectively with the public, tenants, elected officials and other County and City departments, special interest groups, commissions and committees, and the media; a strong customer service orientation with an ability to effectively respond to and communicate with customers, committees, departments and the general public, both orally and in writing.
  • Be able to swim 25 yards unassisted.
  • Operate a rescue boat and respond to emergencies in all types of situations.
  • Interpret, apply, and explain codes, regulations, and ordinances; prepare clear, concise reports, correspondence, policies, procedures and other written materials.
  • Possess excellent oral and written communication skills.
  • Have knowledge of computer applications/marina programs.
  • Think clearly under pressure and maintain a positive attitude.
  • Be willing to work to work off-hours in the event of emergencies, and to possibly work weekends and holidays.
Knowledge of:
  • Principles, methods, and techniques of marina administration and operations.
  • Pertinent laws, ordinances, rules and regulations pertaining to marina operations, boating, navigation, and inland waterways.
  • Methods, materials, tools and equipment used in marina construction, maintenance and repair.
  • Principles and practices of budget preparation, administration, and control.
  • Principles and techniques of supervision, performance evaluations, and training.
  • Safe boating operations.
  • Search and rescue techniques.

Skill/Ability to:
  • Plan, direct, manage, and evaluate operations of a marina and/or water recreation area.
  • Develop and implement operational standards and procedures.
  • Prepare, control, and administer successful budgets and expenditures.
  • Interpret accurately and make decisions in accordance with appropriate laws, regulations, and policies.
  • Analyze situations and problems accurately, identify alternative solutions, project consequences of proposed actions, and implement effective courses of action in support of solutions.
  • Operate a large boat in all types of situations.
  • Administer CPR and first aid.
  • Communicate effectively both orally and in writing; maintain clear and accurate records and reports.
  • Select, supervise, train, and evaluate technical/maintenance and clerical staff.
  • Establish and maintain effective working relationships with tenants, the general public, various private and public agencies, and others contacted in course of performing assigned duties.
  • Lift, carry, push, and pull heavy objects.
  • Walk, stand, stoop, and crouch for long periods.
  • Work outdoors in all kinds of weather.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
Education: Equivalent to Associate of Arts degree in business administration supplemented by courses in marina management and administration.
 
Experience: Three years of increasingly responsible administration experience in the operation or maintenance of a marina, including one year of supervisory experience.
Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/term position prior to the final filing date will receive five points added to their final passing score on this examination. Responses to the supplemental questions must be submitted in addition to our regular employment application form.

The examination process will consist of an application screening based on the candidate's application and responses to the supplemental questions. Candidates who pass the application screening may be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualificationAll applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
