The County Executive's Office is seeking qualified applicants for this departmental promotional only recruitment for the position of Senior Management Analyst.
Under the direction of the County Chief Financial Officer and the Principal Management Analysts, the Senior Management Analyst:
- Plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level.
- Analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements.
- Conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs.
- Develops, summarizes, and maintains administrative and fiscal records.
- Fosters cooperative working relationships among County departments.
- Acts as liaison with various community, public, and regulatory agencies.
- Exercises direct and general supervision over assigned professional, technical, and office support staff, as assigned.
- Performs related work as required.
Senior Management Analyst is the advanced level class in the management analyst series. Incumbents plan, develop, and implement policies and procedures for a functional area that has county-wide impact, including legislative and regulatory analysis and program evaluation. Incumbents also facilitate and support the work of county management staff by organizing and overseeing assigned activities and by providing a professional-level resource for organizational, managerial, legislative, and operational analyses and studies. Responsibilities of the position include performing diverse, specialized, highly complex and politically sensitive work involving significant accountability and decision-making responsibility. The position may involve frequent contact with the public and other government agencies.
Duties of the Senior Management Analyst include, but are not limited to the following:
- Develop and implement goals, objectives, policies, procedures, work standards, and administrative control systems.
- Plan, design, coordinate, implement, promote, and oversee complex programs, projects, and initiatives, including legal and regulatory compliance; coordinate with private businesses and governmental agencies regarding the programs as needed.
- Coordinate, oversee, and perform professional-level administrative work in such areas as budget development, financial administration and reporting, human resources, grants, purchasing, loan and contract administration, management, regulatory and legislative analysis, public information, and program evaluation.
- Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations and service delivery methods and procedures in order to maximize funding and minimize costs; assess and monitor workload and administrative and support systems; identify opportunities for improvement and develop related recommendations.
- Develop and administer program budgets, including cost containment and grant funds disbursement.
- Conduct a variety of analytical and operational studies regarding departmental and program activities; evaluate alternatives, make recommendations, and assist with the implementation of procedural, administrative, and/or operational changes after approval.
- Provide responsible and complex staff assistance, technical and administrative support, and professional and highly technical expertise to Agency staff, boards, committees, and member agencies; research, prepare, and present comprehensive professional, technical, fiscal, and administrative studies, surveys, and reports; develop agenda items for board(s) and committee meetings; review agenda items prepared by others as assigned; present information to the board(s).
- Serve as a liaison with employees, public, and private organizations, community groups, and other organizations; provide information and assistance to the public regarding assigned programs and services; receive and respond to complaints and questions relating to assigned areas of responsibility; review problems and recommend corrective actions.
- Direct, monitor, and evaluate the work of assigned consultants, contractors, and/or grantees according to Agency's standards and pertinent agreements/contracts; develop appropriate contract language; provide clear, concise, and consistent direction; act as the primary resource and representative to consultant, contractor, and/or grantee regarding administrative and operational policies, procedures, and guidelines.
- Participate in the development and reporting of alternate funding sources and ensure that County, state, federal, and funding agency, County accounting and reporting requirements, and applicable laws, regulations, and professional accounting practices are met.
- May participate in selecting, training, motivating, and evaluating assigned staff; provide or coordinate staff training; work with employees to correct deficiencies.
- Direct the work activities of assigned personnel; prioritize and coordinate work assignments; review work for accuracy; recommend improvements in workflow, procedures, and use of equipment and forms.
- Perform other duties as assigned.
Education and Experience:
Any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years of increasingly responsible professional administrative and analytical experience in municipal government, including experience in budgeting, strategic planning, policy analysis, and organizational development.

- Recent and on-going developments, current literature, and sources of information related to the operations of the assigned department.

- Modern office practices, methods, and computer equipment.
- English usage, grammar, spelling, vocabulary, and punctuation.
- Techniques for dealing effectively with the public, vendors, contractors, and County staff, in person and over the telephone.
- Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.

- Use English effectively to communicate in person, over the telephone, and in writing.

Departmental Promotional Only. Only current County of San Mateo employees in the County Executive's Office with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date may apply.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental question. Candidates who pass the application screening will be invited to a panel interview (weight: 100). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
