The County of Santa Barbara's General Services Department is accepting applications to fill a full-time vacancy for a Capital Division Manager in Santa Barbara, California. This position is categorized as a Capital Projects Manager II. This position is at-will and exempt from civil-service provisions.
THE POSITION : The County has an inventory of over 400 facilities and properties that require on-going improvements and maintenance. The incumbent has responsibility for the planning and implementation of various capital and facilities / maintenance projects throughout the County under the general direction of the Capital Division Chief. The successful candidate will assist in the creation of the Five-Year Capital Improvement Program (CIP) and manage the efforts of staff to create and implement time and funding-efficient solutions.
Reporting directly to the Capital Division Chief, the Capital Division Manager is responsible for planning, directing and managing the County's multi-million-dollar Capital program created to support the County's goals and priorities. The Division Manager exercises a considerable amount of independent judgment and discretion in directing staff and providing significant input and guidance to the Department Director, Assistant Director and County Executive management regarding all phases of assigned projects.

IDEAL CANDIDATE : The Ideal Candidate will possess the following qualifications :
Demonstrated experience managing capital, large scale, multi-million-dollar projects, including ongoing sustainability of program and budget managementExperience with public sector projects, knowledge of public contract codes and experience managing projects within the structure of local government a plus, including drafting Board Letters, preparing materials and presentations for Board of Supervisors.Experience utilizing various project delivery methods including design-bid-build; design build; Job Order Contracting, best value contracting; and Construction Manager at Risk public projects employing prequalification of major trades.Experience in financial management of yearly and ongoing capital construction or management level program, including working with Finance team, creation of monthly / yearly financial reports, internal digital project systems, and program measurement and efficacy.Knowledge of the regional construction market, and experience with local vendor outreach.Strong commitment to safety and environmental issues.Demonstrated experience in staff development and management, including recruitments, daily coordination, workload management and administration requirements.Computer skills, with proficiency in Microsoft Word, Excel, PowerPoint, AutoCAD, Microsoft Outlook, Visio, Share Point, Bluebeam and Project Management Software.Skill and experience that demonstrate project and program participation, such as design experience, cost estimation, managing project teams, field work, projects of significant value or complex construction or facility management.Excellent verbal and written communication skills.Ability to work without direct supervision to accomplish goals and meet schedules.Proven solid work ethic and ability to work well with others as well as independently.Results-driven people management style.Commitment to the Department Mission and Values and the Capital Projects and Facilities / Maintenance (F / M) Division's shared values below :Capital and Facilities Maintenance Division Values :
