5% premium for regular assignment to a jail facility, when applicable.


We are accepting applications to fill current and future Building Maintenance Worker vacancies. There are full-time vacancies in Santa Barbara in the General Services Department. The position in the General Services Department may require the incumbent to work in a jail and/or 24-hour locked facility.  

We are also accepting applications to establish one employment list for current and future full-time, part-time, Civil Service Rule 1414* and extra-help (temporary) Building Maintenance Worker vacancies in the General Services, Behavioral Wellness, and Public Health Departments. *1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

POSITION:  Under general supervision, the incumbent performs a wide variety of skilled and semi-skilled building maintenance and repair tasks; and performs related duties as required.
 
The incumbents will manage multiple County buildings and assist, as needed, on other buildings. Primary responsibilities include: surveying the Counties various facilities to identify safety issues or repair needs, overseeing trade vendor work on County facilities and performing preventative maintenance and repair work.
 
Works with trade vendors to gather work estimates and to oversee their facility maintenance and renovations. Assists program staff with office configurations and office relocations. Utilizes Microsoft Office products such as Word, Excel, and Visio for project descriptions, project management and planning purposes.
 
DISTINGUISHING CHARACTERISTICS: Incumbents in this class perform maintenance and mechanical duties for assigned buildings and related facilities, furnishings, and equipment. The required duties include painting, carpentry, plumbing, electrical, masonry, cement work, HVAC, welding, roofing, and related work. Incumbents may work independently, under supervision as a crafts worker, or lead worker over others to accomplish specific projects.
 
The IDEAL CANDIDATE will possess:
  • Knowledge of moderate trade work (carpentry, electrical, plumbing, and lighting);
  • Basic knowledge of building codes;
  • Knowledge of appropriate safety practices;
  • Exceptional attention to detail;
  • Excellent customer service skills in a public agency or special district;
  • Excellent oral and written communication skills and the ability to interact with all levels of internal and external customers;
  • Demonstrated ability to develop and maintain sound working relationships with people of diverse backgrounds and personalities;
  • Track record of being responsible and reliable;
  • Ability to work independently, organize and prioritize work, and meet critical deadlines;
  • Ability to work well in a team environment, making positive contributions and assisting others as necessary;
  • Experience working with automated facility maintenance work-order software and/or systems;
  • Experience overseeing work of vendors and/or trade subcontractors;
  • Experience with Microsoft Office software such as Excel, Word, Visio and other comparable software;
  • Ability to prepare and write clear and concise documents (e.g., memoranda, and correspondence).

The work schedule for this position will depend upon the needs of the Department, which may include working on weekends, holidays, or off hours and on-call. For General Services vacancies, normal working hours are M-F from 7:00am-3:30pm, 9/80 schedule options are available. For Public Health vacancies, normal working hours are M-F from 8:00am – 5:00pm. Note: the schedule may change at any time without advance notice depending on the needs of the department.
 
The incumbent may need to travel throughout the County regardless of the assigned location.
 
NOTE: Employees for the current General Services vacancies may be working in a jail facility and will be required to successfully complete an in-depth background investigation that includes a Live Scan. Future vacancies for Behavioral Wellness may be working in a 24/7 locked facility and will be required to successfully complete a Live Scan background.

The Facilities Maintenance Division promotes a safe, healthy environment for County employees and visitors. It provides a full range of maintenance and custodial services for County owned buildings. Staff takes care of over 2 million square feet of space in 400 County-owned buildings. Services are provided through scheduled maintenance programs, planned and on-demand projects.
 
The Public Health Department’s mission is to improve the health of our communities by preventing disease, promoting wellness and health equity, while ensuring access to needed health care, and maintaining a safe and healthy environment for County employees and visitors. It provides a full range of maintenance and custodial services for County-owned buildings. Facilities Building Maintenance Worker staff take care of over 15 County-owned building and sites.   1. Repairs structures; builds and installs cabinets, partitions, blackboards, and shelves; repairs furniture and equipment; installs floor coverings, acoustical ceilings, and window glass; and repairs roofs, floors, doors, locks, and related items.
  2. Performs electrical repairs such as replacing switches and wiring; repairs refrigeration equipment; installs sprinkler systems and water lines; and repairs faucets, sewers, plumbing, boiler room equipment, pumps, check valves, boiler lines, heating and ventilating systems, water solar systems, and photovoltaic equipment.
  3. Paints building interiors and exteriors, furniture, cement, and other materials and items; and pours and finishes concrete.
  4. Estimates materials, labor, and time needed for projects; and operates light automotive equipment to travel to facilities throughout the County and to transport materials, furniture, and equipment.
  5. Uses a computer-based work order system to access and update work orders.
  1. One year of experience at a journey level in a building trade such as carpentry, painting, masonry, electrical, plumbing; OR,
  2. A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
      
Additional Qualifications: Possession of a valid California Class C Driver's License.
 
Knowledge of: the materials, tools, methods, and equipment used in a building trade, such as carpentry, plumbing, painting, masonry, cement work, and electrical work; repair methods and maintenance practices for structures, furnishings, and equipment; work safety practices.
 
Ability to: prepare estimates of time, materials, and labor; work from plans and specifications; work with limited supervision; follow oral and written instructions; form and maintain effective working relationships with others; provide direction, training, and assistance to others as required.
 
Desirable: Experience using computer-based work order systems.WORKING CONDITIONS: 
 
Environmental Conditions: Most duties in this class are performed under periodically disagreeable working conditions, including: working outside, at times in inclement weather; and exposure to water, dust, dirt, grease, paint fumes, chemicals, and equipment noise and vibration.
 
Physical Conditions: Positions in this class require frequent lifting/carrying of objects weighing up to 25 pounds and less frequently up to 50 pounds, and occasionally up to 100 pounds with assistance. Examples include the ability to: carry a 90-pound bag of cement, carry an extension ladder, and use a 14-pound sledge hammer.
 
Incumbents in positions in this class are also required to bend, kneel, crouch, reach, climb, walk and run. Examples include the ability to: shovel or dig in the ground, kneel to lay carpet, bend, twist, and stretch while painting, climb up and down an extension ladder, climb up and down stairs, walk on the roof of a building or uneven surfaces, and run to shut off water when a water line has ruptured.
 
Driving Conditions: Positions in this class are required to drive and operate large vehicles and machinery. Examples include the ability to: drive a truck, drive a tractor, and operate a forklift.
 
APPLICATION & SELECTION PROCESS:
  
  1. Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  2. Supplemental Questionnaire Ranking: A candidate's final score and rank on the eligible list will be determined by the information provided on their supplemental questionnaire. This process may be eliminated if there are fewer than 12 qualified candidates.
Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score and exact duration of the employment list.

Live Scan: The selected candidates for both Behavioral Wellness and General Services will need to successfully pass a Live Scan which is an electronic fingerprint scanning that is certified by the State Department of Justice. 
 
Please note, a Live Scan may need to be repeated in accordance with specific department requirements to access their facilities.
 
In addition to the Live Scan, the following process will be used as part of the background investigation process after the candidate is extended a conditional offer of employment for the General Services department:
  • Personal History Questionnaire (PHQ). The selected individual will receive a notice regarding completion of a Personal History Questionnaire (PHQ). Failure to submit a PHQ by the deadline will result in disqualification from the hiring process for the General Services Department.
  • Background Investigation: The selected individual will be required to complete a Personal History Statement (PHS) and undergo an extensive background investigation that includes an evaluation of references, prior employment, drug history, residence history, and neighborhood check. This process may take 4-6 weeks. 
Current or excessive use of drugs, sale of drugs, serious criminal history, or deception relating to employment history may bar employment.

Vacancies in the Public Health Department (PHD) require all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time. 
 
CONDITIONAL JOB OFFER: Candidates who advance to the final step will be required to successfully complete a background investigation.  Appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a probationary period of 12 months.
