The Compliance Manager is responsible for overseeing the preparation and submission of engineering plans and reports to support the County’s solid waste management facilities. These include the active Tajiguas Landfill and ReSource Center, four Recycling and Transfer Stations, and nine closed landfills. The role ensures compliance with federal and state regulations governing the operation and closure of these facilities, with a focus on acquiring, implementing, and monitoring environmental permits, mitigation measures, and compliance reporting. In working to accomplish this, the Compliance Manager oversees a section staffed by eight employees.
The job classification for this position is a Regulatory Compliance Manager III. This is an at-will position, exempt from Civil Service provisions, who serves at the pleasure of the Deputy Director.
Employment Standards
The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:
- Equivalent of a bachelor's degree from an accredited four-year college or university in environmental, biological, or physical science; business or public administration, or a closely related field AND,
- Seven (7) years of progressively responsible experience in a related field, e.g., air quality, environmental compliance, engineering, or solid waste; including at least three (3) years as a supervisor or manager.
Licenses and Certificates
For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.
Some assignments may require one or more of the following licenses or certifications by the date of appointment, other required licenses and certifications may be identified at the time of recruitment:
- State of California Qualified Stormwater Practitioner Inspector License
- State of California Qualified Stormwater Pollution Prevention Plan Developer License
