Description

Under general direction of the Director, Facilities and Fleet, to plan, organize, coordinate and direct the day-to-day operations of the Capital Programs Division. This position is responsible for the management of small to complex construction programs within the County organization.

Typical Tasks

  • Plans, organizes, directs, and evaluates the day-to-day operations of the Capital Programs Division;
  • Manages the work of project managers, technical, professional and other staff;
  • Oversees the management of design and construction projects and provides expertise to project managers;
  • Ensures adherence to industry standards and practices, and to the County policies and guidelines;
  • Directs the development of Requests for Proposals (RFP), Requests for Qualifications (RFQ) and participates in the consultant selection process;
  • Develops and maintains effective communications with the Board of Supervisors, Office of the County Executive, County agency / department heads and staff, other government agencies, consultants, contractors, and subcontractors;
  • Manages budget development, cost control, and cost reporting systems;
  • Manages the development of and adherence to project schedules;
  • Manages capital program expenditures for allocation in accordance with cost sharing agreements, and state and federal grant administration requirements;
  • Assures that all projects are appropriately initiated, controlled and implemented within budget and time constraints;
  • May be assigned disaster service worker responsibilities as needed;
  • Performs related duties as required.
  • Employment Standards

    Considerable education, training and experience which would demonstrate the ability to perform the above management responsibilities and possession of the following knowledge and abilities.

    The required knowledge and abilities would typically be acquired through education and experience equivalent to graduation from an accredited college with a degree in an Engineering discipline, Public or Business Administration or a related field and a minimum of 3 (three) years recent experience in the planning, administration and supervision of a capital programs function within a medium to large-sized organization.

    Possession of a valid California Driver's License at the time of appointment.

    Knowledge of :

  • Principles and practices of organization, administration, personnel management, labor relations and budgeting;
  • Small- and large-scale construction project planning, direction and organization;
  • Capital program cost control, scheduling, claims avoidance and claims analysis;
  • Federal, state and local construction bidding requirements;
  • Cost estimating, contract negotiation and administration and project management; and
  • Applicable laws, regulations and codes which affect public capital and construction programs.
  • Ability to :

  • Effectively plan, organize and supervise the activities, functions and staff of a capital programs division;
  • Manage construction projects and provide expertise on project management;
  • Develop, implement and monitor uniform policies, procedures and reporting measurements for small to large design and construction projects;
  • Resolve problems and contract interpretation disputes regarding issues such as scope, criteria, and regulatory requirements;
  • Establish and maintain cooperative working relationships with representatives of federal, state, regional and city agencies, private contractors, County users, labor unions, and the general public;
  • Develop, implement and manage standardized systems and processes to effectively and efficiently manage and control all projects;
  • Develop implement and manage feedback systems to insure continuously improving quality design and construction projects;
  • Read and interpret contract documents;
  • Monitor work in progress to insure quality and timely delivery of service; and
  • Communicate effectively in both oral and written form.
