At the Vietnamese American Service Center (VASC), staff from various County Departments and community-based organizations provide health and social services to Santa Clara County residents. The services include, but are not limited to, primary care, dental care, behavioral health care, wellness activities, and nutrition programs for seniors. As the County’s onsite executive leader, the VASC Director collaborates with other County leaders to develop, implement, coordinate, and continuously improve all services at the VASC. The VASC Director is responsible for establishing and maintaining a center-wide customer-centered organizational culture so that services are responsive to the community’s most pressing needs and advance the County’s mission. In addition to leading on operational and strategic initiatives, the VASC Director is responsible for maintaining and strengthening positive relationships with community stakeholders.

•Manages the development, implementation, and maintenance of the VASC’s goals, objectives, and priorities for each service area, recommending and administering policies and procedures to ensure program goals are achieved;
•Plans, organizes, and maintains services provided by the VASC; confers regularly with on-site managers and staff on administrative and program related matters;
•Manages budgets, staff, and volunteers, and works to secure funding for the programs and services, building relationships and partnerships within the community;
•Tracks data related to program performance and ensuring timeliness of services;
•Works closely with on-site managers in providing administrative and technical direction to define program needs as part of the budget process, monitors program expenditures, and coordinates budget preparation for the program;
•Supervises and directs staff and activities in support of VASC programs and services;
•Builds strong support for the VASC throughout the community;
•Ensures quality assurance and quality control functions related to staff performance;
•Assists community members in navigating VASC services to determine the nature of their needs or concerns and introduces a variety of benefits and services;
•Consults with administration to review legal and regulatory changes affecting VASC services or benefits and recommends or implements updates to policies and procedures to ensure compliance with regulations;
•Supervises and participates in the design, preparation, and distribution of program publicity including press releases, brochures, pamphlets, flyers, and printed schedules;
•Attends and participates in organizational and community meetings as necessary; stays current on issues relative to assigned programs and services; responds to and resolves community and organizational inquiries and complaints;
•Provides staff assistance and technical support for assigned program activities to other County departments and special interest commissions and committees;
•Conducts organizational and operational service delivery studies; makes recommendations to address and resolve identified service delivery issues;
•Speaks to community groups and organizations establishing and maintaining partnerships with local governments, community organizations, and businesses;
•Maintains required records and files as required to comply with VASC regulations and audits;
•Develops, reviews, and approves the utilization of office space, furniture and equipment, forms, and supplies; reviews and approves requests for the purchase of major items and supplies;
•Responsible for personnel transactions including hiring, disciplinary actions, and termination of employees;
•Prepares reports, as necessary;
•May present reports to the Board of Supervisors;
•May be assigned as a Disaster Service Worker, as required; and
•Performs other related duties, as required.
Considerable education, training, and experience which would demonstrate the ability to perform the above tasks and possession of the following knowledge and abilities:
Experience Note: The required knowledge and abilities would typically be acquired through the attainment of a bachelor’s degree from an accredited college or university in organizational management, health care administration, business or public administration, or a closely related field; and five (5) years of administrative/professional management experience in a non-profit or community service/engagement organization where development and operationalized community based strategies were implemented. A master’s degree in social work may substitute for one year of experience. Experience in settings which specialized in providing programs for multi-generational participants, including volunteer program coordination is highly desirable. Vietnamese language proficiency is also highly desirable.
SPECIAL REQUIREMENTS:
Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a county driver authorization.
Knowledge of:
•Supervisory principles and practices including work planning, scheduling, review, evaluation, corrective action, and employee training;
•Interviewing, de-escalation, and counseling techniques;
•Legal requirements pertaining to contracts, compliance reporting, and applicability of various laws pertaining to administration and management of health program functions;
•Related community resources and organizations and their functions;
•Outreach techniques, community needs and resources, and community development skills;
•Principles and techniques of management analysis and organizational design necessary to formulate, implement, and evaluate administrative policies and procedures; and
•Office administrative practices and procedures, including records management and the operation of standard office equipment.
Ability to:
•Plan, organize, manage, coordinate, and evaluate the functions and staff of a community service center responsible for performing a myriad of public service administration and operations;
•Develop work plans, set deadlines, prioritize assignments, and organize multiple projects and duties;
•Communicate effectively with diverse audiences in writing and orally, with excellent interpersonal and multidisciplinary project skills;
•Plan, direct, coordinate, and evaluate the work of others;
•Effectively represent the VASC before the Board of Supervisors, County Executive, the public, media, and other entities and organizations;
•Establish and maintain effective working relationships with community members, clients, and other individuals contacted in the course of work;
•Analyze, interpret, and apply various regulations and requirements;
•Plan, coordinate, and conduct special events and projects;
•Compile and analyze information, draw sound conclusions, and prepare and present effective reports;
•Be action-oriented, entrepreneurial, adaptable, community-centered, and innovative in approaches to organizing and community engagement;
•Exercise sound independent judgment within general policy and regulatory guidelines; and
•Work a flexible work schedule to attend evening meetings for the VASC, occasionally working weekends for outreach events.
Salary : $167,860 - $215,328
