ABOUT THE DEPARTMENT


Health and Human Services Agency


The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with a centralized Administration Services. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.


Administrative Services includes Contracts, Asset Management, Fiscal, Financial Audits and Control, Medical Billing, HHSA Planning and Community Relations and Education. Each of these groups support the branches to help them achieve their goals.


ABOUT THE POSITION


Community Education Specialist I


Positions in this classification may be assigned to specific duty assignments in different departments that emphasize particular kinds of knowledge and skills. The common thread is that under close supervision, incumbents will learn to plan and implement community education and outreach activities; media plans; assist in the coordination of programs; and other duties as assigned.


In the Health and Human Services Agency, Administration: Under close supervision, incumbents will learn to plan and implement community education and outreach projects; develop educational materials; plan and conduct media events to engage the community; and other duties as assigned.


Community Education Specialist II


Positions in this classification may be assigned to specific duty assignments in different departments that emphasize particular kinds of knowledge and skills. The common thread is that under supervision, incumbents plan and implement community education and outreach activities, media plans, and coordinate comprehensive programs.  


In the Health and Human Services Agency, Administration: Under close supervision, incumbents will plan and implement community education and outreach projects; develop educational materials; plan and conduct media events to engage the community; and other duties as assigned.


DISTINGUISHING CHARACTERISTICS


Community Education Specialist I


This is an entry-level class in the Community Education Specialist series. Under supervision, incumbent will perform a variety of public information, community education and program coordination activities. As skill is gained, supervision is reduced, and an incumbent performs the required duties more independently.


Community Education Specialist II


This is the experienced, journey level class in the Community Education Specialist series. Incumbents in this class perform more complex Community Education Specialist duties under limited supervision. Incumbent will perform a variety of public information and community education activities; coordinate comprehensive programs to address community health needs; and may oversee subordinate work.


IDEAL CANDIDATE


The ideal candidate will have a bachelor’s degree in communication, public relations, marketing, journalism, community education and/or a related degree; additionally, candidate will have a minimum of one year's experience in the appropriate topic area, with a demonstrated ability to engage with the public and/or media, develop educational materials that increase community awareness, develop content for website and social media, foster collaboration, and strive to improve the welfare of our community. Skills in Adobe Creative Suite, Microsoft Office or SharePoint software should be noted. 


Previous experience is highly desirable in these areas: public relations, copy editing, event planning, public speaking, project management, content development for web pages and social media, publication production, graphic design, photography/videography, and/or branding. The ideal candidate will have a basic understanding of photography, videography, graphic design, sound equipment, software, and technologies. 


Excellent written and verbal communication skills are essential. The hired candidate may give media interviews and/or informational presentations to the general public at community events, write press releases, newsletter stories, social media posts, public service announcements, advertisements, design informational handouts, and prepare correspondence; provide support for projects; plan and conduct media events (e.g. news conferences). As part of an interdependent team, candidate will have good collaboration and relationship building skills. The ideal candidate will have a sincere interest in engaging communities to protect and improve health and create safe communities.

Community Education Specialist I


Health and Human Services Agency, Administration: Work with program staff to increase awareness of Health and Human Services Agency programs. Engage with the public and/or media, develop educational materials that increase community awareness, foster collaboration, and strive to improve the welfare of our community.  Duties also include internal and external communication, project management, website development, publication production, graphic design, online media and/or public relations through the use of multi-media equipment, software and technologies. Implements education or outreach projects in human service education programs; assists in giving informational presentations to the general public at community events; will interface with local media to distribute public service announcements, advertisements, design informational handouts and prepare correspondence; provide support for projects; plans and conducts media events (e.g. news conferences) and participates in interviews with the media; and supports community or department efforts to promote, research, develop, and implement policies as primary prevention tools.


Community Education Specialist II


Health and Human Services Agency, Administration: Takes the lead in implementing projects to increase awareness of Health and Human Services Agency programs. Engages with the public and/or media, develops educational materials that increase community awareness, fosters collaboration, and strives to improve the welfare of our community.  Duties also include internal and external communication, project management, website development, publication production, graphic design, online media and/or public relations through the use of multi-media equipment, software and technologies. Implements education or outreach projects in human service education programs; plans, conducts and/or participates in giving informational presentations to the general public at community events; interfaces with local media to distribute public service announcements and advertisements; designs informational handouts and prepares correspondence; provides support for projects; plans and conducts media events (e.g. news conferences) and participates in interviews with the media; supports community or department efforts to promote, research, develop, and implement policies as primary prevention tools.

Community Education Specialist I


Knowledge of: Principles and practices of health education, environmental education, social and behavioral sciences, and health behavior change.


Ability to: Communicate clearly in written and verbal forms; establish and maintain effective working relationships; operate a personal computer and use common software; write clear and effective reports, correspondence, and educational materials; develop, implement and coordinate community education or outreach programs and activities.


Community Education Specialist II


Knowledge of: Principles and practices of health education, environmental education, social and behavioral sciences, and health behavior change.


Ability to: Plan, assign, supervise and oversee the work of other personnel; demonstrate effective written and verbal communication skills; develop budgets, proposals, and grant applications; establish and maintain effective working relationships; provide leadership to community coalitions or collaboratives; operate a personal computer and use common software; write or edit clear and effective reports, correspondence, and educational materials.


MINIMUM QUALIFICATIONS


Community Education Specialist I


A bachelor’s degree in communication, public relations, marketing, journalism, and/or community education, AND at least one (1) year of experience in performing public health education, community education, or other closely related duties. 


A master’s degree in related discipline may substitute for one (1) year of experience.


Note: Work experience may substitute for education on a year-for-year basis. Examples of appropriate work experience include professional, paid work in the field(s) listed above. 


Community Education Specialist II


A bachelor’s degree in human services, communications, marketing, public relations, journalism, community education, or a closely related field, AND at least two (2) years of experience in performing public health education, community education or other closely related duties. 


A master’s degree in a related discipline may substitute for one (1) year of experience.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Positions in Resource Management may work at household hazardous waste collection events and waste tire collection events requiring working on uneven surfaces both paved and unpaved, wearing appropriate protective clothing in various weather conditions, and being exposed to a variety of household-type chemicals under appropriately regulated conditions. The employee is occasionally exposed to moving mechanical parts, vehicle exhaust fumes, and outside weather conditions.

Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 9.5% his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
