ABOUT SHASTA COUNTY

ABOUT THE DEPARTMENT
The Public Works Department is responsible for construction and maintenance of County facilities, including buildings, roads, bridges, and airports; and for managing permanent road divisions to provide maintenance of private roads on behalf of the citizens in those districts. The department employs engineers and technicians who prepare construction plans as well as supervise construction of these facilities. The responsibilities of County Surveyor, Road Commissioner and Chief Engineer of the Water Agency are administered by the department. The department reviews land development maps and improvement plans as well as survey mapping for compliance with the Subdivision Map Act and County Development Standards. Administration of the County's solid waste management functions including waste collection and ownership of an active landfill are the responsibility of the department. The County water agency is managed by the department. In addition, the Public Works Department oversees the operation and maintenance of several County service areas. These service areas include both water and sewer districts along with road, lighting, and flood maintenance districts. The department is responsible for Flood Plain Administration.
The Roads Division of the Public Works Department is responsible for maintaining about 1,200 miles of County roadways and associated structures. The budget unit for Roads is funded solely from federal and state sources.
ABOUT THE POSITION
ENGINEERING TECHNICIAN I: Under direction, to perform inspection and contract administration on less complex construction projects, to prepare routine engineering plans and specifications, to draft and survey, to review land development documents for compliance with recommend conditions of approval, and to do other related work as required.
ENGINEERING TECHNICIAN II: Under direction, to perform difficult subprofessional engineering office and field work in the design, location, construction, inspection, and use of public works facilities; to serve as Chief of Party; to review and condition land use activities; to supervise and perform quality control tests on construction materials and equipment; or to perform a combination of the preceding duties as a regular assignment; and to do other work as required.
ENGINEERING TECHNICIAN III: Under general supervision, to perform the most difficult subprofessional engineering office and field work in the design, location, construction, inspection, and use of public works facilities; to serve as a resident engineer on major construction projects or a project leader in the design of major projects; or to perform a combination of the preceding duties as a regular assignment; and to do other work as required.
DISTINGUISHING CHARACTERISTICS
ENGINEERING TECHNICIAN I: This is the third level of the subprofessional engineering classes and incumbents are expected to possess a high level of technical expertise. It is distinguished from the class of Engineering Technician II by the absence of independent responsibility for preparation of plans and specifications and does design work for which standard design methodology exists. The construction inspection work is normally confined to smaller or more routine types of construction projects or under the supervision of a resident engineer on the more complex work.
ENGINEERING TECHNICIAN II: Engineering Technician II is the fourth level (out of five) in the subprofessional engineering series. Incumbents are expected to be able to perform most of the duties of a junior engineer, particularly in the design and inspection of public works projects. It differs from the Engineering Technician I in that the Engineering Technician II performs with more independence, is able to assume more professional level work and may direct the work of Engineering Technicians I.
ENGINEERING TECHNICIAN III: Engineering Technician III is the fifth and highest level in the subprofessional engineering series. Incumbents are expected to be able to perform most of the duties of an assistant engineer, particularly in the design, inspection, and administration of public works projects. It differs from the Engineering Technician II in that the Engineering Technician III performs with more independence, is able to take responsibility for the management and administration of projects and direct the work of others in the subprofessional series.
IDEAL CANDIDATE
In addition to the above, the Ideal Candidate will have the desired attributes for the specified classification as outlined below:
ENGINEERING TECHNICIAN I: Familiarity with constructions means and methods, knowledge of surveying practices, familiarity with computerized drafting operations.
ENGINEERING TECHNICIAN II: Experience performing construction inspection on highway and/or commercial building construction, experience performing surveying operations, experience producing construction plans utilizing computerized drafting software.
ENGINEERING TECHNICIAN III: Experience acting as the resident engineer on highway and/or commercial building construction, experience working as a survey party chief, experience using three-dimensional civil construction design software.
Duties may include, but are not limited to, the following:
ENGINEERING TECHNICIAN I: Under direction, serves as resident engineer on minor construction projects and assists the resident engineer on complex projects; inspects construction projects for compliance with contract documents; performs computerized drafting; prepares designs for which standardized design methodologies exist; performs tests on construction materials; uses survey instruments such as levels, total stations, data collectors, and computers to gather, process, adjust, and analyze survey data; prepares and checks civil engineering calculations; reviews land division maps, records of survey and use permits; conducts research and maintains files; may supervise and train Engineering Aides.
ENGINEERING TECHNICIAN II: Preparing engineering designs and specifications for public works construction projects which typically do not involve erection of major or large structures, including roads, drainage facilities, box culverts, and similar public works facilities; determines routes, prepares plans, projects, and cross sections; makes horizontal and vertical alignment and curve computations; establishes tentative lines and grades; makes engineering computations; writes reports and prepares estimates of a specialized nature in connection with various engineering projects; serves as resident inspector on moderate sized construction projects; serves as assistant to resident engineer on large projects; serves as Chief of Party performing the most difficult survey functions and supervising subordinate survey personnel; reviews and checks larger parcel maps, subdivision maps, records of surveys, and use permits and places conditions on them; advises Planning Department on construction and engineering requirements on land division matters; supervises the materials testing laboratory; performs tests to check the quality of construction materials and makes recommendations on the use of these materials in construction projects; may supervise lower level engineering staff; may act for the Section head.
ENGINEERING TECHNICIAN III: Acts as project leader in preparing designs for major facilities and structures such as roads, drainage, buildings and other public works projects; designs road improvements and prepares plans, profiles, cross sections and other details, quantity estimates and horizontal and vertical alignments in curve computations; acts as resident engineer on major construction projects; inspects construction projects in progress to secure compliance with plans and specifications; compiles project records, prepares progress reports, expenditure reports, contract change orders, progress pay estimates, and final project reports; does responsible technical research; performs engineering review of subdivision improvement plans, erosion control and grading plans, reviews and comments on environmental documents, works with and reviews the work of consultants, works with Bond Counsel on assessment districts and acts as assistant to the Development Services Engineer; supervises lower level staff on assigned projects; supervises quality control tests on construction materials and equipment. Acts as survey crew party chief on bridge and highway construction projects, topographic surveys, and field staking.

Knowledge of: Basic principles, practices, and methods of civil engineering as applied to the design and construction of public works facilities; principles and uses of algebra, geometry, and trigonometry in making engineering computations; survey procedures and equipment; strength, properties and uses of materials used in public works construction; state laws related to public works contracts.
Ability to: Prepare engineering documents on projects in accordance with standardized processes or methodologies; operate surveying instruments; use drafting, spreadsheet, civil engineering, and land surveying software on a personal computer; read and understand maps, engineering blueprints and drawings; inspect and monitor contract compliance with engineering plans and specifications.
ENGINEERING TECHNICIAN II:
Knowledge of: Basic principles, practices, and methods of civil engineering as applied to the design and construction of standardized public works facilities; modern standards of alignment and grade of highways; hydraulic and structural designs of highways and drainage structures; methods, materials, and equipment used in public works construction; engineering survey procedures and equipment; state laws and local ordinances on subdivision and parcel map requirements.
Ability to: Design and review engineering plans for roads, drainage, and other facilities; inspect and monitor contract compliance with engineering plans and specifications; conducts tests of various construction materials and soils for conformance with engineering specifications; perform and direct complex surveying work; review and interpret and place conditions on land maps and use permits; conduct technical engineering research work; make detailed analyses and prepare reports; supervise the work of others.
ENGINEERING TECHNICIAN III:
Knowledge of: Basic principles, practices and method of civil engineering as applied to the planning, design and construction of public works facilities such as roads, bridges, drainage facilities, and buildings; modern standards of alignment and grade of highways; hydraulic and structural designs of highways and drainage structures; methods, materials, and equipment used in public works construction; engineering survey procedures and equipment; state laws and local ordinances on subdivision and parcel map requirements.

MINIMUM QUALIFICATIONS
ENGINEERING TECHNICIAN I:
EITHER
One (1) year of experience performing duties comparable to an Engineering Aide II with Shasta County;
OR
Two (2) years of appropriate engineering field and office experience.
Successful completion of fifteen (15) semester units in an accredited college or university in engineering may be substituted for one (1) year of experience.
ENGINEERING TECHNICIAN II:
EITHER
Three (3) years of responsible and appropriate engineering field and office experience which includes one (1) year of experience performing duties comparable to an Engineering Technician I with Shasta County;
OR
Two (2) years of responsible and appropriate engineering field and office experience which includes one (1) year of experience performing duties comparable to an Engineering Technician I AND successful completion of fifteen (15) semester units of engineering course work at an accredited college or university.
ENGINEERING TECHNICIAN III:
EITHER
Three (3) years of experience performing duties comparable to an Engineering Technician II with Shasta County;
OR
Eight (8) years of responsible and appropriate engineering field and office experience.
Successful completion of each thirty (30) semester units in a college or university with an emphasis in engineering-related course work may be substituted for each one (1) year of total experience up to a maximum of two (2) years.
