ABOUT SHASTA COUNTY

ABOUT THE DEPARTMENT


The Public Works Department is responsible for construction and maintenance of County roads, bridges, and airports and for supervising several permanent road divisions that maintain private roads on behalf of the citizens in those districts. The department is responsible for overseeing capital improvement projects for County buildings and facilities. The department employs engineers who prepare construction plans as well as supervise construction of these facilities. The department also acts as the County's surveyor and processes subdivision and survey maps. It administers the County's solid waste management functions including an active landfill. The department also manages the County water agency.

In addition, the Public Works Department oversees the operation and maintenance of several County service areas. These County service areas include both water and sewer districts along with road, lighting, and flood maintenance districts.


The Roads Division is responsible for maintaining about 1,200 miles of County roadways. The budget unit for Roads is funded solely from federal and state sources.


ABOUT THE POSITION


Under general supervision, to perform specialized tasks in the maintenance of County roads; to operate a variety of heavy trucks and other road maintenance equipment; occasionally will perform specialized tasks in the installation and maintenance of traffic controls and perform heavy tree maintenance and structure maintenance; and to perform related work as required.


DISTINGUISHING CHARACTERISTICS


This is the fully qualified journey level within the Road Maintenance Class Series. Positions in this class will be assigned duties in road maintenance, and occasionally traffic control, traffic painting or bridge construction or maintenance, and are distinguished from positions in the next lower class of Road Maintenance Worker II by performance of the highest of skill levels in the operation of complex maintenance equipment.


IDEAL CANDIDATE


The ideal candidate will be proficient on a Backhoe, Excavator and Grader.  Must have strong driving skills including the ability to secure and haul large equipment to and from the jobsite. A working knowledge of the occupational hazards involved and the safety precautions including traffic control is essential to this position. Prior supervision experience and is highly desired.

Duties may include, but are not limited to the following:


Operates and performs minor field maintenance, repair, and adjustment to one or more of the following: motor graders, bulldozers, backhoes, or power brooms; operates any other type of road maintenance equipment as needed as a secondary assignment; may operate snow removal equipment; maintains individual operating records; may perform lead duties on a temporary, emergency or relief basis for training purposes.


Occasionally operates and maintains truck mounted paint traffic striping unit used to paint center lines, edge lines and lane stripes; operates and maintains stencil truck used for control markings; operates and maintains a powered high lift boom truck to respond to traffic light malfunctions and in the trimming and topping of trees along County rights of way and other County operated areas; installs, maintains and replaces traffic control and informative signs; manufactures and rebuilds traffic signs in the shop using various processes and sign painting techniques.

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:


Knowledge of: Types and operation, maintenance, capabilities, and limitations of heavy road maintenance equipment.


Ability to: Skillfully and safely operate a variety of heavy maintenance equipment; read and interpret blueprints and specifications; operate heavy equipment such as cranes or front-end loaders; understand and carry out oral and written directions; maintain cooperative relationship with others; and demonstrate strength, agility and endurance and work in high places.


MINIMUM QUALIFICATIONS


EITHER


One (1) year of experience as a Road Maintenance Worker II with Shasta County;


OR


Three (3) years of road construction or road maintenance experience which must have included sufficient experience or training to have attained skillful proficiency in the operation of at least one of the types of equipment specified for this class.


SPECIAL REQUIREMENTS


Possession of a valid Class A California driver’s license or the ability to obtain a Class A driver’s license within six (6) months.

While performing the duties of this job, the employee regularly works in outside weather conditions, which vary from extreme cold to extreme hot. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.


The noise level in the work environment is usually loud.
